Kosovo police must arrest Serbian List Deputy Chairman Milan Radojic if he is found on Kosovo territory.

So says Radio Free Europe, Ferizaj Foundation Prosecutor Rasim Maloku, while confirming that the arrest warrant against Radojici over the “Brezovica” is still in effect.

Radoic has been directed to the public through a video message from the Leposaviqi suburb, which is one of four municipalities in northern Kosovo populated by Serb majority. In this video, he said that “terror over the Serbian population has started”.

My people in the north and all Serbs, I just want to tell them, but to the rest of them, I'm here, I'm back, and you know what that means. Because there's no going back here. Long live Serbia”, Radojic added.

Maloku, however, expresses doubts about the timing of this video.

Subtitles must arrest him. He could normally come and make a post and leave [Kosovo territory] or have an earlier record and release and create any feelings in Serbs for political purposes. I don't even believe it was [in Kosovo], but it still belongs to the ways of the Government to verify that data”, Maloku says.

Neither the government nor the Kosovo Police have answered REL questions about whether they have information that Radojic is in Kosovo and whether they are taking action on the issue.

Authorities in Kosovo this year have issued an arrest warrant for Radiocevic after allegedly interfering with the case known as “Brezovica”, respectively, for “witness intimidation during the criminal procedure”.

In the same case, for misuse of official office, Serbian List official Bratislav Nikolic has also been arrested.

The case “Brezovica” has to do with issuing illegal permits at the Brezovica resort complex. The prosecution has said some of the suspects, including Nikolic, have received gifts, villas and cars in exchange for allowing construction illegally in Brezovica.

On January 6th, Kosovo authorities reported that in terms of the “Brezovica” case have frozen about 6m euros of indictees, allegedly illegally benefiting them.

Milan Radociq had managed to flee Kosovo police officials at the Brnjak border crossing in northern Kosovo. Police said that on February 3rd, Radocikis had been asked to park the car so that police raids could be conducted, but he had quickly stepped back towards Serbia's territory. Regarding this event, three Kosovo police officials were suspended from work.

Maloku says he does not believe that Radovici can enter Kosovo through regular border crossings, but only through illegal routes.

Kosovo Institute for Justice Executive Director Ehat Miftaraj believes Milan Radojic is directly addressing Kosovo institutions with a video message in order to make it known that he still has connections through which he can enter Kosovo's territory and control criminal groups in the north

This is the first message he has wanted to send to Kosovo, Serbia and the international community. On the other hand, he is among the individuals on the American blacklist linked to criminal activities and human rights violations. So it is trying to say that Kosovo institutions have not closed all alternative roads in the north, this is also a message to Kosovo Police”, Miftaraj believes.

He stresses that Kosovo Police and the State Prosecutor should be more active when it comes to Kosovo's north, whether they guarantee the security of people living in that region and arrest those who are on the run.

We are living in a democratic world, we cannot completely close the borders, there will always be illegal boundaries, but Kosovo should pay more attention to that part of Kosovo, create better ties and have more information on the” situation, he says.

On the other hand, politicologist Ognjen Gogic from Northern Mitrovica, who was once active in the civil sector in northern Kosovo, fully interprets the message of Milan Radojici.

In his opinion, Radovici turned to official Belgrade and the Serbian List, because “has some indicators that they want to get rid of him, whether he stops being the political factor”.

It is possible for him to address those who want to take him away, and who wanted to take advantage of this situation when he is wanted by Pristina and is under US sanctions, to marginalise perhaps politically”.

Serbian President Aleksandar Vuciq has publicly defended Milan Radociqi on several occasions, when Kosovo authorities were investigating her.

Gogic doubts Radovici has stayed in Kosovo, but believes he has returned to Serbia immediately after recording the message.

If it wanted to be in Kosovo, it would be directed to people from the bridge over the Iber or to Prince Lazarus' monument in northern Mitrovica”, he points out.

Meanwhile, Radojici's video was released at a time when authorities from Serbia are reacting sharply to the June 29th Kosovo Government's decision to establish reciprocity against Serbia in terms of personal documents and to reregister cars with license plates in Kosovo issued by Serbia authorities, which Kosovo wants to register with RKS (Pristina).

These plates, which are used mainly in northern Kosovo, are considered illegal Pristina and have tolerated their use for years, but last year decided to stop using them.

So Milan Radojici had earlier had also had a warrant under suspicion that he had been involved in the murder of Serbian politician Oliver Ivanovic. However, that arrest warrant was withdrawn without explanation in March 2021.

Radojevic is also on the US blacklist under suspicions that together with businessman from northern Kosovo Zvonko Veselinovic and dozens of other Serbs belong to a network connected with international organised crime.

Since 2011, Radoic is also known to judicial authorities in Serbia. Against him and Zvonko Veselinovic has been filed for the embezzlement of 32 trucks of the Hypo Alpe Adria Leasing company.

The Actakuz was set up by the Special Court in Belgrade and the time to establish the indictment coincided with Belgrade's decision to start dialogue with Pristina and with a call to Serbs from northern Kosovo to remove the barricades.

Radociq and Veselinovic were acquitted in 2016.

In 2011, mission NATO in Kosovo, KFOR had named Veselinovic as the person who had organised the establishment of barricades in northern Kosovo that year and because of the riots in that part of the state.

The barricades were set for the first time to prevent Kosovo from expanding power in the north.

Since then, barricades have become a symbol of instability in northern Kosovo.
