Proposed document:
1. To form a multiethnic team by jurists and law enforcement expert for the Asociation Statistics.
2. The Association Assembly would make up every 10 assambilists of Serb majority municipalities, but that every third asmbist is not Serb.
2. The Assembly of Association would number no more than 35 atomicists.
3. The Assembly of Association would propose the logo of Association in the multiethnic spirit and in accordance with the constitution and laws of the Republic of Kosovo, not that logo, which is promoted by the Serbian List, because it reflects monotheism.
3. The House of Association chooses its organs.
a) Mayor (Serbians from the ranks of asmblists);
b) Deputy Chairman (Albanian or other non-Serb ethnicities from the ranks of asambitists);
C) Department directors for local infrastructure, rural development, urban, local and economic development among municipalities.
4. The decisions of the Association Assembly are subject to approval on the part of the Republic of Kosovo government.
5. The chairman of the Association Assembly works on the basis of the Statu and regulations of this association that are under full administration with the laws and Constitutions of the Republic of Kosovo.
6. Directors of the Association Departments with law-submitting regulations of the Republic of Kosovo can submit proposals before the Assembly of Association, proposals in their areas that take the form of decision in the country of association, which are approved for implementation or not by the government of the Republic of Kosovo by majority.
7. The chairman of the association can sign agreements with relevant factors for areas that are under the authority of association only after the prime minister of the Republic of Kosovo approves.
8. The chairman of the Association could be called by the Kosovo Assembly parliamentary commissions to explain and clarify the matter of the spheres, for which the association is charged.
9. Prime Minister, sir. The prime ministers and the minister of local government can participate in association meetings whenever necessary.
10. The Assembly of Association can make decisions only when all asganists have voted on a question set by the sphere, what they are in charge of, and then that decision is approved either by the Government of the Republic of Kosovo.
IAMN, considers that this form of organisation of association would be in the constitutional and multiethnic spirit and would not have executive competence. The form of funding association and the provision of the account for spending public money are resolved with the laws of the Republic of Kosovo, so association cannot make exceptions to financing of any other form.
IAMN proposes that at the moment of establishment of association, Serbia's state necessarily brings its decision to eliminate all illegal structures in Kosovo as they are: The illegal municipalities -- Mitrovica, Central Kosovo and Anamorawa -- the parallel educational and telecommunications system.
