He said that if the two Nordic countries refuse to keep their promises, including the extradition of terrorism suspects with links to illegal Kurdish groups, Turkey's parliament could refuse to ratify the agreement reached on Tuesday.
Turkey earlier has agreed to support the joint membership of Finland and Sweden in NATO on the first day of the alliance's summit in the Spanish capital, Madrid.
