Energy Investigation Commission Proposed by Position to Hear 2006 Evidence

MPs from the parliamentary investigative Commission over the decision-making process in the energy sector for the period 2006-2022, at the legislative, executive, regulatory and public enterprise level have not agreed that investigations should begin in recent years. Despite the majority proposal that the evidence be divided into three-year periods and priority given to developments [...]

Until opposition deputies proposed that the interview begin from the 2006 period, the position required that witness interview begin starting in 2017-2020.

The chairman of this investigative commission, Hajdar Beqa, requested that the interview be launched by 2006.

“We have a list of witnesses for 2006 and we go from the highest level to the top minister we call him by the minister or we have another level and we go to the chairmans of the boards to the general directors and to the relevant officials”, he said.

The phase category called for Vetevendosje Movement MP Armend Muja, and as his proposal was for witness interview to begin by 2017-2020.

We had to grade in phases, start with the first phase of 2017-2020, then in the second, 2013-2016, in the third phase 2010-2013 and then phase 4th 2006-09 in order to create a clear perspective of all decisions... 0810)17. As far as the situation we're going through right now is a period now 2017-2020 is the moment when in COST and ZRRE have taken important decisions we want to present the commission and the public and they have reactions even now, then in the second phase it's post-privatisation period 2013-2016 and it links to KEDS capital investments as the second important decision”, Muja said.

After that, the chairman of the commission, Beqa, said the investigations would take over all periods, but most of the way is for the interview to begin by 2006, as has the investigative phase.

“ronology says to start at the beginning and end at the end, that's a very technical requirement and if we want 2006-09 to stop a little bit of stop if we don't have any proposals, but we don't know where the situation is going to come up we'll do all the investigations like in 2006, as in 2022<1>, he said.

LDK MP Armend Zemaj said that with the Vetevendosje Movement proposal for interviewing witnesses will not be achieved any results.

And if you have a strong reasoning, well, if there's a strong argument of 2017 and 10 years to go by and 5 years back to a stage after we spend the next 10 years, don't lose the step of our positive goal. Chronologically, it is better if a 2009 decision has been adopted in 2015, ı16, or whether a decision for investment is interrupted in 2016 and in 2017 it seems like we're entering something we can't produce by”, he said.

AAK deputy Time Kadrijaj also rejected LVV deputies' proposal, Armendi Muja, for talks in phases.

Your request has been to investigate from 2006 to 2022, but now a house when it starts to build doesn't start from the roof or the walls, and we need to understand the process as if we start from 2006, from the start of functioning up to higher we won't be able to produce anything”, Kadrija stressed.

Insisting in their request that witness interview begin in phases was LV deputy Arber Rexhaj, who repeatedly sought consensus on their proposal.

“We're not trying to remove a year or an institution there we've just set our priorities and we've decided as thematic and realistic on the basis of this topic we're starting interviewing candidates. We're not asking for a year off, but we have some priorities, and since LVV is the one that has required the establishment of this commission of course we should show our priorities and it should be understanding to you”, Rexaj stressed.

The Parliamentary Investment Commission concerning the process of decision-making in the energy sector for the period 2006-2022, at the legislative, executive, regulatory and public enterprise in order today has had the CV review for expert engagement, but this point was postponed for the next meeting, since the budget for this investigative commission has not been passed to the Kosovo Assembly in a lack of quoum.
