Investigation sources said a weapon seized at the scene seemed to be handmade.
The 41-year-old suspect lives in the town of Nara, where the shooting occurred. Defence sources say the suspect has been working for the Defense Sea Force for three years until about 2005.
There is no further update on Abe's situation, reports the NHK.
Abe was in town to support a candidate in this weekend's Supreme Chamber elections.
