Warn Abraham: The municipalities are losing millions of euros and risk closing

That is because, as Ibrahim puts it, the educators are asking for payment in a collective contract.
The collective contracts are signed from the central level, while the financial burden falls on municipalities, and this is extending, municipalities have been damaged by their municipal budgets by millions of euros. These millions, their destination has been for capital investments, to improve citizen life. These contracts, cost the municipalities millions of euros, there are cases where the circulation of a large municipality in Kosovo has been blocked because of the inability to implement provisions from collective contracts”.
There are cases where municipalities were faced with bankruptcy, because the financial resources have been hundreds of thousands of euros, which immediately have come to terms of implementation, and there are municipalities that if in a near future, financial means are taken at once for all obligations coming out of collective contracts, then it can be placed until the closure of municipalities, because they can't get out of their own budgets, small municipalities and medium municipalities to implement all the financial obligations that come out of the (mus1) collective contracts, he has told the KP.
Ibrahim stated that one of the biggest problems is not to communicate the local level with the central one.
And at the last meeting of the grants commission, which was held several months ago, AKK representative Sokol Haliti, has raised this concern, but our request has run into deaf ears. The central level is not wanting to support municipalities in implementing these collective contracts, even though they are signatories of these” contracts, he added.
On the other hand, Abraham has demanded that the financial burden be taken from the Ministry of Education and Health, as he points out, both dictatorships are signatories of these contracts.
