The Ministry of Management of Local Power has reacted after the festival's <x0-> abort in Pristina. Sonny Hill” and the organiser's accusations of Dukagjin Lipa towards this ministry.
Through a media communique, MAPL has said it has requested additional documents from the municipality for land sharing for this festival, but that the same ones according to it did not receive.
“Nated by the fact that local institutions have been implemented late due to the election process, MAPL early this year has enabled all municipalities, including Pristina, to announce the list of property they would provide in use by 31 March 2022. On the other hand, the decision to use municipal property for the “The Sunny Hill”, with the process of negotiating the mayor of the municipality, has been approved by the Pristina Community Assembly by 10,05.2022, while for reviewing legitimacy in the ministry has been accepted by 16.05.2022”, the MAPL says.
In fact, the ministry says it is waiting for answers, on questions posed to Pristina's chairman, Progress Rama.
And we also wanted to stress that for this act and the way property is being used for 99 years we've accepted reactions from civil society organisations that have warned about exactly how it was processed in this process. Yet, we have been, and we continue to be devoted to dealing with the action in question with interest and seriousness. Our ministry is currently awaiting the answer to the questions we have sent to Pristina Mayor Mr. Progress Rama”, the ministry says further.

Explaining the decision assessment process regarding the provision for use of municipal property “The Sunny Hill”
Regarding the provision of municipal property in use, we explain that, the Ministry of Management of Local Power from the first moment has carefully addressed the Pristina Community's decision to provide long-term municipal property in exploitation. We also announce public opinion that MAPL has not cancelled or restored this decision, but has requested clarification and additional documents that are missing.
Given the fact that local institutions have been established late due to the election process, MAPL early this year has enabled all municipalities, including Pristina, to announce the list of property they would provide in use by 31 March 2022. On the other hand, the decision to use municipal property for the “The Sunny Hill”, with the process of negotiating the mayor of the municipality, has been approved by the Pristina Community Assembly by 10,05.2022, while for reviewing legitimacy in the ministry has been accepted by 16.05.2022.
Even though the subject has not been complete, considering the importance of such an event, MAPL, in line with competencies under the Law for Local Self-Government for administrative review of municipal acts, has called for additional clarifications regarding the Pristina municipality's decision with particular emphasis on the duration of giving in exploitation and the portion of the 17 hectares parcel, as required in exploitation, a part of which has agricultural land status. Besides, there were some essential documents missing on the app that we also requested additional clarifications:
The project presented by the investor and the dynamic investment realisation plan;
Banking for the Early Year, as envisioned by Article 23 of the Order, No. 09-2020 for determining giving procedures in exploitation and exchange of real estate in the municipality.
We also want to stress that for this act and the way property is being used for 99 years we've accepted reactions from civil society organizations that have warned about exactly how it was processed in this process. Yet, we have been, and we continue to be devoted to dealing with the action in question with interest and seriousness. Our ministry is currently awaiting the answer to the questions we have sent to Pristina Mayor Mr. Rama progress.
Knowing the importance of any major investment and the need for serious projects and always through procedures such as envision laws and regulations, but also in accordance with the interest and use of public property, we inform you that we are in the process of reviewing this act and that it is not an abortation on the part of the ministry.
