The prosecutor general's office said it has filed an indictment against Vadim Shishimari, commander of the Moscow region's military unit.
The investigation claims that the 21-year-old Russian killed a 62-year-old unarmed resident who was riding a bicycle along the road to the village of Chupahivka in the Summy region on 28 February.
According to the statement, Russian forces entered the village in a stolen car and with wheels pierced.
On the way, they saw a man come home and speak on the phone, according to the statement. One of the Russians ordered a sergeant to kill a civilian so that he would not report to the Ukrainian army, CNN writes.
Shishimari shot several times over the resident's head by an open window of a tin car, as prosecutors say.
“He faces 10 and 15 years in prison or life imprisonment”, Ukraine's General Prosecutor, Iryna Venedicova, said in a Facebook statement, announcing he is in custody.
