These names are even published by the British Embassy Conform Memorandum of Understanding.
The aim of publication is to improve the transparency of selection for processes of senior public officials. According to them, all candidates undergo a structured interview based on competence, they make a presentation. This is met with a written test, CV assessment and involvement in preliminary performance assessments. For any process, Bulgarian Partners will present a confidential report to the British Embassy. This report includes their results and those of the Commission, along with eventual remarks about the candidates' performance in the selection process. On June 17, 2021, the fourth Memorandum of Understanding between the Government of Kosovo was signed by Albin Kurti and the United Kingdom Government and Northern Ireland, represented by the British Embassy.
The goal of this memorandum of understanding is to support joint efforts to ensure that strong, independent and professional leaders will be appointed in institutions and public bodies through a fair and transparent process of recruiting. The project aims to assist Kosovo institutions in recruiting persons according to an agreed list of high positions.
