KDI publishes report: This is the most transparent and nontransparent municipality in 2021.

The transparency index in local governance for 2021 ranks the Pristina municipality led by Shpend Ahmeti, as the most transparent city with 82.02 points out of 100, to 87 prudent indicators, followed by the municipalities of Rahovec (80.97 points), Gjakova (80.27 points), South Mitrovica (79.52 points), Lipjant (78.72 points), Ferizajt (78.08 points), Kacaknik (76.22 points), Peja (75.87 points), Drers (72) and Podova (72 points).
Serb majority municipalities have resulted in most nontransparents during the past year. Kosovo's northernmost municipality, the Leposaviqi municipality, is ranked last in transparency.
This measurement includes the transparency of municipalities in public spending through public procurement, budgetary transparency, transparency in grants and municipal subsidies, the inclusion of citizens in municipal decision making, access to public documents, accountability of municipalities to address the risks of corruption and conflict of interest, management of municipal property, and public enterprises and organisations owned by municipalities.
Diana Metushi-Krasniqi, project manager in KDI, during the presentation of key findings in the report, said the Index showed that in 2021 there was an increase in transparency by comparing the same indicators as those of the previous year.
