Government Continues to Buy Oil Less Free Than People

The price of oil derivatives has marked a record increase in Kosovo, shortly after the outbreak of war in Ukraine. Citizens are continuing to buy much more expensive oil and gasoline at the same gas stations than public institutions are buying. During April of this year, markers at the derivative pumps have shown that oil costs 1. 64 cents. Citizens are supplied with this price, but not public institutions. They were provided cheaper with the same derivatives, from which they spend thousands of gallons per day on vehicles and on generators.
The Central Procurement Agency AQP has contracted several companies for power supply for public, central and local institutions. During April, central institutions were supplied with oil worth 1.56 euros per litre, and, worth of 1.5 euros, public-local institutions have been supplied. Benzina was purchased 1.4 euros for central institutions and 1.3 euros for local ones.

Even so, AQP's estimate of the price during contract implementation was made based on the average monthly price of Platza of CIF Med (Genova/ Lavera), the average monthly course of the European Central Bank, and other fixed and variable elements.
The agency, last week, had opened a tender for oil supply to central institutions, at an anticipated value of 14.1m euros.
The offer being implemented by open procedure is divided into four parts:
Lot 1 ) fuel supply for the needs of the Kosovo Police.
Lot 2 ] Car fuel supply for the needs of central public institutions.
Lot 3 fuel supply for KSF needs.
Lot 4 ) fuel supply for heating/generative for the needs of central public institutions.
The contract is to be connected for quantity, since the price will be variable. Determining the projected value, on the basis is the month's price of March 2022, adding the projected value of Premium to the amount of 0.08 euro per litre (that is worth both Oil and Benzin), which will be the basis for the assessment of the bids, since any offer accepted by Premium is higher than 0.08%/litre (that is worth both Oil and Benzin) will be considered as an offering on the envisioned value and refused. / P ERISCOPI/
