This was announced by Foreign Secretary Liz Truss during a visit to Bosnia and Herzegovina.
During her speech, she said the money would be used for investments in energy and infrastructure, making it clear that they are in the defence of Russian democracy and democracy aggression.
Truss said Russia must face force.
Russia's “Aggression cannot be softened. He has to fight hard. That means supporting Ukraine in its country's bold defence”.
Russia's engagement cannot be readied. It must be met with shelter.
