Mayor Valeriy Marchenko told the BBC that rescue teams had gone too fast.
He has stressed that they fear that the death toll could increase even more, since another building on the same road was the target of air strikes.
We know there were people there too. The research work is continuing and I think we'll learn more about the number of victims soon”, Marchenko said.
Russia took control of Izyum on April 1st, and troops have invaded the city ever since.
