The tender for insulin supply, worth about 7m euros, had been blocked in the OSHP since last year. Police investigators suspected the process and launched investigations into the job.
Now, seeing that the tender has remained blocked in the “tender court” due to complaints, the ministry's procurement has acted urgently, recommending it for contracts with negotiated procedures, without allowing competition, the company it recommended the first time.
“Framing with Analog Insulin from the Essential List”, so it's called the tender for which the company “Meditch” was recommended for the contract. The duration of the deal is only for three months, and the tender is divided into two parts. Exactly 1, 362, 500 euros is the value of money to be given to this company. For Lot 1 ʹ analog Insulin with fast action, prefilling syringe, 100 IU ml, 3ml, total contract value 212 500.00 euros.
For Lot 2 ) Biphazie analogin (Premix) fast and medium-sized, syringe fulfilled, 100 I U ml, 3ml. Value 1. 150,000 euros.
The contract is scheduled to be signed Monday on May 15th.
Since the Public Procurement Law in this case has envisioned that the offer must be open, the ministry's procurement has not been able to open another open offer, as one has in procedure, but has been stopped in O The news on the complaint. In this case, the procedure is not allowed to be led by negotiation, but the ministry's procurement has made urgent demands on the Public Procurement Regulatory Commission to allow that, considering the situation is very urgent. KRPP has allowed it, but has asked the ministry to reduce the amount of insulin, therefore the amount of money. So, as the MSH Periscope learned, it was intended for this contract to be in 6 months at a value of 3m euros.
Through an open procedure, the Health Ministry had started planning to purchase analog insulin worth over 7m euros. The projected total value of the three games per 24 months is 7,024,056.00 euros.
The company “Pharma Leader” was declared the winner for tears 1 and 3, which seized the value of about 5m euros.
While the other company “Meditch” was declared the winner for the second tear, worth 913 thousand euros.
But, after a survey of the company “Meditch”, which had authorization for marketing, the content was turned into re-evaluation and it was awarded the tender, which ended in O The E.P.
The company “Pharma Leader” which has filed a complaint on O The EMS, claiming it was eliminated unjustly. In the complaint, this company has acknowledged that its product does not have parallels recorded in Kosovo, so it should be imported based on administrative guidelines for simplifying procedures for recording and importing medical products that do not have parallels recorded in Kosovo.
The company “Pharma Leader” claims that the MSH -- proclaiming the other company -- has damaged Kosovo's budget, as this company had offered for these two tears for 400 thousand euros less.
Kosovo police had later confirmed that they have begun investigations concerning the entire process of this tender.
It is noteworthy that the company “Meditch” has been favoured in the past with a source tender. /Periscopi/
