Minister Aliu is closing one eye in the case of violations of the law involving the company taking secondary wages. Loud and very strict has been shown with political opponents in the Pristina municipality case.
Just a few days ago. The MMPHI has cancelled the Pristina municipality's decision to set the location for housing of stray dogs.
MMPHI has said this decision is not based on the Law on Space Planning.
The MMPH has called on the Pristina municipality for the decision to be based on documents of spatial planning envisioned by the law.
The “Communa must harmonise the decision with the legal provisions in force within 30 days” is said, among other things, in the mMPH's argument, following the annulment it made to the Pristina municipality's decision.
The annual municipality has avoided the legal procedures of competition to favour UBT college to regulate municipal space exploitation for a period of several years.
Initiation of such activity has been made by avoiding, the authority of the Municipal Assembly, which is the institution that must give consent to such an initiative, and after finalisation, to approve the document.
The municipal executive has not sent the decision to approve of the Space Map at all, as the Law on Spatial Planning defines the Law on Local Self-Government, the law which Minister Ali told President Predition Rama.
The same big violation is also about the fact that the Committee of the Year has not introduced this initiative into competition, according to the law, but has linked favourable agreements.
The approval of the Zone Map is a document that the Community should approve, as the same stems from NR .04 /L-174 for Space Planning. And this law has detailed all steps on how to proceed in such a case.
Point 1.5.2 of the law shows that competitions for spatial planning design must be conducted under the Public Procurement Law, and not as municipalities have acted with agreements. “projector, in line with Law No. 03 /L-241 for Public Procurement in the Republic of Kosovo”.
Periscope has requested an answer to the legal steps a municipality must follow for drafting the Zone Map. This institution didn't want to answer.
In the agreement document, which Periscopi owns, Article IX reports indicate who are the people who can be contacted about its implementation. From UBT, that's where Albanian Ahmeti, who's the co-ordinator of U n BT - Institute for Urban Studies and Space Planning.
Periscop has sent questions to Ahmet's address, since he is a contact person for implementation of the agreement. But the same turns out to be the adviser to Environment, Space Planning and Infrastructure Minister Lieburn Aliu. He has not wanted to answer for how this agreement was signed contrary to the Law on Spatial Planning, since it itself is called to interpret it.
In all the institutions he worked at, Minister Aliu has favoured UBT college.
As a party of the UBT at the meeting was Ali's own adviser, Shqim Ahmeti, who is a representative of the college and the agreement with the Committee of the Year. /Periscopi/
