Membership in international organisations, MPJD Deputy Minister: Where no, we're making lists where we have applications.

Deputy Minister of Foreign Affairs and Diaspora Kreshnik Ahmeti says they have made the list of priorities for Kosovo's membership in international organisations. He declares that Kosovo will apply for membership in the European Union, the Council of Europe, and will see access to NATO, initially joining with rights [...]

Ahmeti an interview for Kosovo Press, says they have drafted the strategy for new recognitions and are in contact with a considerable number of states that do not recognise Kosovo. Meanwhile, he adds that they are working intensively to counter Serbia in the campaign to attract recognitions for Kosovo.

Ahmeti: We made the list of priorities for Kosovo membership in international organisations.

“We have made list of priorities where Kosovo has particular interest in membership. It is now known that Kosovo will apply for membership in the European Union, we have proposed and established an inter-institutional group for NATO approach, but this is not just for NATO, but also other regional and international security mechanisms. We should have it clear that the road to membership even in NATO does not take place overnight, but we should work every day. One concrete step would be for Kosovo to membership in the Adriatic Charter A5 that we already meet all the conditions... we have been working for the Council of Europe, this job is dynamiszu, that when we will apply it has not been decided, but that we will apply it. 15:24 It is very important to find the right moment in addition to internal preparation. It is not as important to the start of the process as it is important that when the process begins, we be sure that it will be successful. The problem is we've seen it with U. NESTO, which in case it fails, is not that it remains in the deadlock, but that it's regrress”, he says.

Second in the Ministry of Foreign Affairs and Diaspora, says new recognition of Kosovo has taken place this year, but has a more systematic approach of the country.

He suggests they have identified at least 30 states that Serbia has campaigned for Kosovo's recognition, but says they have been in touch with considerable numbers of these states that Serbia's campaign will not succeed.

Ahmeti: We're in contact with a number of countries that don't know us.

There are new versions right now. We've started working on a strategy and have a more systematic approach. An analysis has been made for all states that do not recognise Kosovo, a priority of course five EU countries, including those four of NATO, as our aim towards NATO and the EU made them a priority. In addition, we are working to connect diplomatic relations with countries that know us, but we have not had diplomatic relations with them... We are in contact with a significant number of non-recognition states and also a considerable number of countries that have made the so-called recognition, but we don't get into sensitive public processes, as we compromise the process...17:24 We have identified at least 30 cases which have been public, this campaign is continuing on their side. That's why we're interested in knowing that about our partners, and we're working on this campaign not to succeed. So far we have been successful in this” effort, Ahmeti declares.

For Kosova Prees, Ahmeti also talks about the process of appointing new ambassadors. He says only 24 percent of appointed ambassadors are political, while others are careers.

Ahmeti: The ambassadorial appointment process is in conclusion, only 24 per cent are political

We have 19 career ambassadors and 6 political ambassadors, so even though the law allows us to have 50 percent political, our government has imposed only 24 percent political ambassadors. We believe career ambassadors should have space to contribute as political ambassadors and we political appointees go after four years, while they remain. What Kosovo needs is to build a tradition of institutional memory and of civil and career servants, who over time set up ...4:56 The process is on the verge of completion. At our embassies in large countries and partner countries we have placed our ambassadors. We've found the situation where we haven't had ambassador in the United Kingdom for three years, as well as Japan, and these have already been covered. We are in the process of covering other embassies, but the process as such is done in privacy also because of host country”, he adds.

In addition, Deputy Prime Minister Ahmeti says they are on the verge of completing internal reforms in the Ministry of Foreign Affairs and Diaspora.

Ahmeti: Internal Reforms at End

“We have initiated reforms, I would focus on structural reforms. We are working on the new foreign service law, which affects other interdependent laws so it takes little time. Because MPJD has another working nature, having embassies, consulates, internal structure cannot be identical like other ministries...6:42 We are working as soon as we make the law on foreign service because currently our ministry and foreign service function with the founding laws of these two institutions. Times have changed, institutions in themselves have developed and especially foreign policy laws must be dynamic”, Deputy Prime Minister Ahmeti concludes
