Luan Dalipi, chief of Kurti's staff, had received about 600m euros from Thaci Government

But the company where Luan Dalipi was a shareholder, ““Managment&Deveroopment Associations”L. L. C” in 2012 had reached a three-year contract worth 375 thousand euros with the European Integration Ministry, at the time the country's prime minister was Hashim Thaci, a part of which the means had been spent on advertising in several Kosovo media.
Moreover, portal “Front Online”, based on the Law for Access to Public Documents, has secured all contracts/fatates of the company “MDA” with the Ministry of European Integration, where it has found that the three-year contract worth 375 thousand euros has not been enough for Dalipi's company, but the same has been spent for nothing less than 190 thousand euros.
There was no “tav” legal for the percentage of the amount that could be exceeded, which is currently not allowed for such financial overcoming.


The contract owed Dalip's business, MDA, to prepare various materials for the needs of this dictatorship, is now 10 years away. These included spots, the same ones that would then be transmitted through various media, those that Kurt's closest man now calls a criminal company. Over 360 thousand euros he asked the Ministry of Integration for advertising minutes, bought through media that he had contracted.
From the Kosovo government, they said they do not possess the data for the amount of contracts linked between the MDA and third parties, in this case the media. However, they claimed to have monitored them in real time. All it's known is that Luan Dalipi bought minutes of advertising on four central television, the marketing second on these televisions paid 11.60. Minutes of this nature but cheaper than 5.80 euros per second, Dalipi had bought on other local televisions in the country.
Television wasn't the only ones. He also contracted radios, where he paid for his 60 cents advertising second. The framework contract had the prices for entities, and the operator has realised distribution to the media according to demands made by the Ministry of Integration.
The contract, among other things, meant the printing of some other materials, such as brochure, and the measure that the realisation of online surveys and quizs on websites as well.
For these services Luan Dalipi demanded that the Ministry of Integration share in his business accounts another 203 thousand euros.

However, not only for the realisation and transmission of spots. This amount included design and printing of various materials for informing the public of MIE's needs (subservations, cats, surveys, online quizs on the website).

Dalip, Kurt's millionaire counselor
Prime Minister Kurti's chief of staff, Luan Dalipi, is very rich.
Under real estate, declared in the Anti-Corruption Agency, Dalipi has presented a house worth 650 thousand euros. Besides that, a 107,420-euro flat. Take a basement worth 6 thousand euros and a 3 grand and 200-sosh garage. All of these are classified as family heritage.

According to the indictment of the time, defendants with the aim of illegal profiting property for the company The MDA has been misusing their official task, in that way during the tendering process under the “Ration of entrepreneurial competitiveness and promotion of export”, financed by the European Union Office in Pristina, worth two million euros, during 2013 have exchanged information and documents related to the tender in question, adapting conditions and tender criteria to the interests of the defendants' company Dalipi.
The prosecutor's communication at the time said that with the same indictment, defendant Xhemajl Syla has also been accused of misuse of official information since as a member of the commission's assessment of bids, even though he had signed the declaration of impartiality and privacy, under which he was obliged to keep strictly secrets about any information received as a result of his involvement in the procurement process, has been sent to Luan Dalii on information about the assessment of the bids, announcing the priorities of this company along with other competition companies.
Establishing this indictment, according to the prosecution, was the result of the joint investigation of a local prosecutor of the Special Prosecutor of the Republic of Kosovo and the European Office Against Deception (OLAF).
However, the Kosovo Appeals Court had dismissed the indictment against the company's owner “Management Development Association” (MDA) Luan Dalip finding the prosecution's claims groundless.
AGK condemned Kurti's language of the nearest man to the Medes
Prime Minister Kurti's Chief of Staff, Luan Dalipi, through a Facebook text, has pressed charges against several media in Kosovo, linking them to <x0-cybsonic criminal” and calling on those he shared in the dignified “ ” to boycott them.
