Gas supply was still partially operational, according to the regional administration Sunday.
The city's infrastructure has been destroyed by “active fights”, but efforts are being made to repair the damage, the chief of administration, Viacheslav Chaus, wrote in Telegram.
Russian troops have been surrounding the northern town for some time.
A key road from the city, located near the Russian and Belarus borders, leads to Kiev.
Mayor Vladislav Atrozhenko said the town was “completely destroyed” by Russian troops, in comments Saturday.
He said more than 200 civilians were killed in recent weeks, and that more than half of the city's 285,000 original residents had left.
The Russian invasion of Ukraine has started on February 24th. Since then, millions of refugees have been created who have fled to European countries. / REL
