The Russian aggression in Ukraine has prompted the Independent Media Commission (KPM) to make the decision to temporarily evacuate all channels originating from the Russian Federation in Kosovo. And four Russian media have left the decision.
The chief executive of the Independent Commission for Media, Faruk Rexhaj, in an interview for KosovoPress, points to the goal of removing Russian channels from broadcasting in our country.
The Independent Media Commission has made a decision that has temporarily removed all Russian or Russian-born media from all distribution operators in our country. It's about some Russian channels that operate through distribution operators, it's Russia. Today, Russia Documentary, and two other channels (...), but what's important is that distribution operators have maintained the KPM decision and almost all the operators have removed these media from their broadcast, from their platforms”, Rexaj said.
For the decision to postpone the temporary broadcast of Russian media, Rexhaj says European countries have made such a decision as well.
“S at least as we have been reported by the media, as it seems there are in Europe, and there are states that have taken this step by removing these media from their broadcast, but it's largely due to the war that is being carried out between Russia and Ukraine, and we're taking necessary measures to protect security, judicial order in Kosovo, so that there are no dezinations which can lead to any corruption in our order or something in our country, that's pre-emptive, however, and no form of any kind of speech should be desired, or something free, a temporary decision is simply seen as the days of running out of power, and he said in the law.
Rexhaj for Kosovo Press has said that all media broadcast in Kosovo are licensed by the Independent Media Commission.
“distribution providers take up channels with license and there are local channels which are licensed by the KPM, but there are channels even from outside Kosovo that are licensed in the country of origin. In the AVM directive and generally double licensing is not allowed, so those media that are licensed in the country of origin are not licensed back to Kosovo, here distribution operators are able to take channels from and have canals of almost all countries in the world including Germany, France from all countries who collect canals of agreement are offered arrangements for those channels they have and broadcast to<1>, he relates.
Meanwhile, he also talked about broadcasting Serbian media to Kosovo, which he says has the right to broadcast to Kosovo, as they are licensed.
All transmission subjects broadcast in Kosovo have licenses from the KKP. These transmission subjects can reach radio frequencies, which are frequency televisions, distribution operators, have licenses at the KPM, but distribution operators carry channels like Serbia's (RTS), but they're right, there are Albanian operators carrying Serbian channels on their distribution platforms, that's something that's under the law. ... I don't know how the licensing of these channels works there in Serbia, but I think that Kosovo has a huge media pluralism, we have almost every community in Kosovo operating, this is a practice for us equal citizens and all those who meet the conditions under law”, he said.
The KPM, meanwhile, appeals to the media to be cautious during broadcasting programming content with the aim of avoiding the spread of propaganda and false news, which is about those from the Russian Federation.
