Completing Project to Build Gjilan Highway, Ministry Prepares to Make a Harmful Decision

Three ministry officials and the former secretary are currently being tried at the Constitutional Court in Pristina for misuse of office when contracting for the project.
While a trial is taking place in this case, Periscopi has learned that Kosovo's Special Prosecution has launched a new investigation a few months ago, under suspicions that payments have been made to companies without the work being done. So doubts are that different stations that haven't been worked out yet.
In all this process, the ministry, which is headed by Librun Aliu, has been positioned to do a favour to companies at the expense of the state budget.
A few days ago, the ministry has formed a commission to make partial technical accession to this project. Allegations are that after job admission, companies will be able to attract 10 per cent of the total contract value bank guarantees they have guaranteed for the project and then can abandon the work.
The ministry has conducted about 80 percent of the payments, while jobs are conducted about 40 percent. It's mostly been worked out in one tear at the other. After technical acceptance of jobs, companies can withdraw and tools that are blocked from this project. They have spent the money the ministry has given them and to complete the project must put into loans. If this partial admission of the project as the ministry is claiming, the companies will withdraw the money and then an alibi will supposedly be expensive to build, and will carry all contracts”, a source within the ministry for Periscope has said.

“What is the total payment that has been made so far for this project? How many percent of the jobs have been performed so far? We have learned that a commission for partial technical acceptance of this project has been formed. Can you show us the legal basis for this partial admission, since in the field things are seen as far from realism?
The ministry has not answered any questions until the article was published.
Under the legislation in force, the contractor should be paid on the basis of the amount of work done, according to the pre-size position, or on the basis of the percentage of activity conducted.
Based on linked contracts, the project has had to be carried out since last year.
In 2018, 8 contracts worth 88, 618, 511,95 euros were entered. But, shortly after several months the ministry had begun to file complaints for additional tasks. These types of contracts for additional jobs have been connected until a few months ago. The amount of contract annexes is 7.2m euros and based on the public procurement site, except in tears 3 for all parts there are two contracts. Following ties of initial contracts, Special Prokura had launched investigations into former MI Secretary Betim Recica, and ministry officials -- Isa Berisha, Leonora Limani and Mirdi Emini.
The prosecution's investigation had resulted in the rise of the indictment under suspicion of corruption against the four officials, and the trial against them is already under way. /Periscopi/
