What exactly does the Law for the Interim Measures of Foundation Products, which was passed yesterday in the Parliament?

This law, drafted and proposed by the Ministry of Industry, Trade and Intervention in co-operation with relevant actors, will be applied to authorities and economic operators who trade fundamental products in the country.
The main purpose of this law is to eliminate the effects of unreasonable price hikes as well as the lack of basic products in the market, the Economic Bulletin notes.
Based on the final draft presented by the Ministry of Trade and Industry, the basic products under this law are cereals, wheat flour, bread, rice, pasta, sunflower food, milk, kitchen salt, chicken eggs, chicken meat, crystal sugar, personal hygiene products, wood for burning.
This law includes temporary safeguards that will be taken in special cases of market destabilisation, the causes of the appointment of these provisions, oversight for the implementation of this law, and sanctions on any violator of these measures involved in this law.
Among the temporary safeguard clauses in particular market destabilisation, based on evidence and actual analysis, according to MINT, are:
A limit to the amount sold to the consumer within the appointed period,
A ban on selling the product,
) assigning a commercial margin for retail and retail sales,
) set the maximum rate allowed,
) the economic operator's obligation to preserve the particular stock product,
) obligation of the economic operator to supply and provide basic products for sale, as before the appointment of safeguards, as well as
í ban and export restriction.
The Ministry of Commerce further emphasises that the goal is to prevent pricing abuse with the aim of increasing profits.
By contrast, MINT is quoted as saying that the <x0-project law in question is in line with the country's Constitution, and any decision taken under this law will be in line with the bilateral defence pledges Kosovo has taken within the MSA and other international agreements”.
