Gruda has raised the alarm that this action of the current government is anti-unconstitutional and violates Kosovo's European integration process.
He said this government effort is blackmail and direct threat to bring all Kosovo civilian service under political control.
The current “government after apprehending every public institution by appointing and employing their family and party officials in leadership positions and on board public institutions has now launched anti-binding efforts in public administration. This government these days has introduced the Bill for Public Officials of Kosovo, which presents the ruling party's clear intention to politicise public state administration and to turn it into the service of the Vetevendosje” Movement, he said.
Gruda said that through the Kosovo Public Officials Bill, the government is violating civil service legal security. The government has presupposed that after the introduction of this bill, it will cut off the work contracts they have won under permanent appointments, all low-level and medium-level executive officials in public administration, announce new competitions for all these positions, and these positions will be on a four-year term. This is about thousands of officials who currently hold these positions. In this case, thousands of families will be left without their income. So, for the positions of all these officials, new contests will be announced and they will have your current working relationship to replace with party militants”, Gruda said.
He said that in the event of the adoption and implementation of this bill, public administration would be politicised, the possibility of corruption opened and would become vulnerable whenever governments are changed.
The Democratic Party of Kosovo calls on Kurti government before adopting this bill, to remove anti-religious provisions that violate Kosovo's obligations against the European Union taken through the SAA.
“also, we call on the EU Office of Kosovo to strongly challenge this government initiative to destroy the state administration. The PDK will not leave democratic means and roads without using to protect civil servants from this brutal arbitrators and will in no way allow Kosovo's European road to be hampered by the lack of professionalism, poor intentions and clear intentions of this government to put the ruling party's administration into service”, Gruda said.
He said that remarks by the European Union Office on this bill were not taken into account.
