draft health insurance bill compiled

Kosovo is one of the only countries that has no health insurance. Citizens in Kosovo now, how many years they continue to expect from governments to provide them with health insurance.

From the Health Ministry, in a written response to Radio Kosovo, have said the bill on health insurance is under way, and after consultation with foreign experts, will be forwarded for public consultations according to procedures.

The health ministry, based on the government legislative Programme for 2022, has drafted a draft of the Health Insurance Bill. The official responsible for drafting and finalising this bill is in the process of finalising and consulting foreign experts about the content of the bill, according to the minister's recommendations. After completing all administrative procedures, the draft of this bill will be forwarded for public consultations under procedures.

Besim Kodra, from the Association of Patients' Rights in Kosovo, has said health insurance affects the quality of health services. But according to Kodra, only institutions that are influential in the health system can move the processes forward in terms of health insurance.

Without the beginning of health insurance, we cannot expect a health system reform and any other changes made in health are cosmetics. It is not a basic change the Kosovo health institution needs. But without the help of other institutions that are influential in the health system, without government assistance having an impact on health insurance, the Ministry of Health alone cannot postpone the processes before”, he said.

So far in health insurance, the Ministry of Health has drafted only a draft of the Health Insurance Bill, which has not yet been finalised.
