As in no other country in the region, the Ministry of Infrastructure has so far issued permission to put advertising on highways, writes Periscope.
The ads have been largely placed on bridges. Their location on the highway is also banned with technical specifications, causing confusion in drivers and vehicles.
The ministry had issued several leave for advertising, without even having enough legal support.
So, there is no law or administrative direction that allows advertising on autoding bridges. The ministry had issued some consents to install advertising of some businesses illegally.
The ministry has an administrative guideline on the panov establishment. According to that instruction, however, business advertising has no right to be in place, just road safety ads. For example, don't drive fast, life is more expensive than speed, and these sentences are meant for road safety.
For today's ministry action, two ministry leaders have announced, Minister Lieburn Aliu and Deputy Minister Hysen Dumrishi, who are said to be not communicating among themselves for some time.
Both have published photographs from the site, but they are not seen together, so they seem to be in the same place.
After the expiration of the decision to allow advertising pans, today we are starting with the removal of all advertising pans on overpasses, underpasses, bridges, highway and national and regional roads. The move on the promotional pans has started from Hani Elez in Pristina, and will continue until the application for the removal of all advertising pans is realized. On the ground are: Inspection Division; Commission members; Kosovo police; as well as the self-maintaining company, which is making signal during the departure of panove”, wrote on the social network Minister Libun Aliu.
The truth is, he has not expired, as the minister says, because even if he did, he was illegal.
No more advertising will be on the Kosovo highway. Today, we began the advertising act on the whole road belt to continue removing all advertising on bridges, overpasses, and underpasses on all regional and national roads. From now on, the ads will be placed only in spaces where the law allows and respecting the criteria for procedures”, Deputy Minister Hysen Dumrish wrote.
Indirectly, Durmish has acknowledged that their deployment was illegal, since he said that from now on they would be placed only where the law allows them.
In December 2020, the Ministry of Infrastructure, which was headed by Arban Abrashi, had launched such action.
The “required all the approvals issued by the Ministry of Infrastructure, for placing advertising pans on overpasses, bridges and tunnels on the auto-roads and regional roads of the Republic of Kosovo, which are contrary to paragraph 1.1 and 1.6 of Article 6 of the No.10/2017 Administrative Guide for the deployment of a commercial pandefictor”, is said in the decision of December 2020 of the former minister Abrashi.
Then, only a few months later, the Vetevendosje Movement had arrived in power, and ads had been restored. /Periscopi/
