Minister Nagavci Nakman Yashaw: No room for strikes, blackmail, and threats

Minister Nagavci, in an interview for Kosovo Preress, also speaks of the state of education in Kosovo, projects that will be carried out, the joint actress with Albania, and of protests warned by the SBASK for which he says there is no reason to hold, as work is continuing on the Law for Pay.

Kosovo will be included for the third time in the Students' International Rating Programme, known briefly as PISA. In 2015 and 2018 the results were poor, with Kosovo ranked at the bottom of the list.

Nagavci says how the minister is taking all actions that are in their responsibility to make a good organisation of this test.

“Pandemia has deepened the difficulties of children around the world in achieving results, certainly in Kosovo. On the other hand, in Kosovo beyond many problems there have been difficulties in implementing distance learning for various reasons. [...] I'm just hoping that the work done at school and the raising of awareness and a little bit of teachers after recent discussions that have taken place by the results of the last test of P The ISA, where our students have participated and where more rightly there has been a general discussion of parents, of society, also an address to the attention of the need for improvement in quality in teaching and teaching. I hope we get better results, even though the pandemic situation has made it difficult to improve the quality of education”, she says.

After two years of learning with different scenarios, the first half anniversary of the 2021/2022 school year was made up of scenario A, or physical presence in full school classes that have lasted 45 minutes.

However, in recent days, Kosovo has faced increasing numbers of cases with COVID, following the presentation of the Omitron variant, and if the situation with pandemic deteriorates, it is at risk that students return to online learning.

In this regard, Nagavci says he will expect recommendations from health institutions to make any decision that would affect the learning process.

 And beyond health and the importance of maintaining health, of course, I wish and we're working on having results in the learning process to develop with physical presence. But, of course, as in the past, every decision we make will be in full co-ordination with the ICHPK, with health experts and decision-making being made according to recommendations forwarding the epidemiological situation, as well as in close consultation with the education directors and schools in general. So, I wish we could have a good situation with general public health, and that would then allow us a comfort in the development of physical participation learning”, she declares.

Nagavci says they are working in several ways to improve the quality of education in Kosovo, citing investments in legal infrastructure.

In this context, it says they have finalised the Law for the Kosovo Accreditation Agency, which paves the way for Kosovo's return to the ENQA and ECA.

 “We have finalised the Law for the Kosovar Agency of Discension, which has also been a priority in our governing programme, which enables us to fully functioning of the Kosovo Accredit Agency even with legislation relevant to the election of the State Council of Quality. As an important institution to work on improving quality in higher education in general will, of course, affect improving the quality of education in general”, she says.

One of the decisions the Government has made over the past year is free public higher education, which Nagavci says is a promising promise they have fulfilled.

 High free education offers an equal opportunity for all our young people, and I think this will only create an equal convenience and opportunity for all students, but not even quality damage”, says the education minister.

Last year, the Kosovo Ministry of Education and the Ministry of Education of Albania have signed agreements on the implementation of the joint cabinet. Nagavci says he is optimistic that, in addition to being finalised, he will also be a quality abbeast.

 “Pres since September all young Albanians regardless of where they start their first class in Elbasan or Gjakova, in Pristina or Tirana, as well as those who live and teach outside Kosovo and Albania -- that is, for our exiles' children, we will have the same absite for all children. I believe this is a beautiful gift for our little ones on the 110th anniversary of independence. [...] I hope we don't just have a unique text for all our young ones, but have an absorption that addresses today's needs, because it's been 10 years since the last abbety we've had in the Republic of Kosovo, there have been numerous changes, situations with pandemics and all developments throughout these days present the necessity of a new abbeast. I expect not only to have a unique joint minister, but to have a quality abser for our children”, she says.

Nagavci for Kosova Prees says the focus is on early inclusion and education, where it argues that fivem euros for nesting have been allocated for this year. It also stresses that as the minister for this year, the employment of 100 educators for disabled children has been budgeted.

Minister of Education, Science, Technology and Innovation Arberie Nagavci also speaks of the SBASK's warnings of holding strikes unless the wage law is adopted.

 The “is stable and fair the requirement that we eventually have in the Republic of Kosovo a wage law regulating and addressing the inequalities that exist among different categories working in the public sector. But there is no room for strikes, much less for blackmail and threats, because it is already working on this bill and I believe that in the spring we will have the first draft of the bill”, Nagavci says.

Nagavci stressed the need for this law to provide equality where similar wages are offered for the same work.
