But diplomatic sources have told Kanal10 that the international community in Kosovo is not supporting such a document, as such a mechanism gives this police power over all international presences in Kosovo.
The Kosovo government has drafted a bill aimed at expanding the competencies of the military police within the framework of the Kosovo Security Force, but, formalising this document, would enable such a mechanism to have power over all international presences in the country, including KFOR.
According to Article 2 verse 7 it is said that the Military Police exercise their authority above all civilian, local and foreign subjects, with or without citizenship, which, by their actions, violate the activity of the Kosovo Security Force within and outside the country and rely on the provisions of this law and on legislation in power.
Diplomatic sources, meanwhile, have told Kanal10 that the bill has concerned international representatives in Kosovo and is being deemed unconstitutional.
For this, television has asked the Ministry of Defence questions to seek answers to the contents of this bill and whether it may conflict with the country's Constitution.
From this, the minister has returned a general response, but by not providing clarifications regarding the questions sent.
It says the bill from 9 September has started the negotiating phase, and that process will last until 29 nights.
In response, the ministry reportedly invites the interested parties and the public for sweeping participation in the consultations process, which means providing needed comments and recommendations so that this bill can be quality.
