Purposeful arson is a criminal offence under the Republic of Kosovo Penal Code.
According to Article 322 of this code, this offense is punishable from 6 months to 10 years in prison, depending on the form of conduct defined in code.
If, as a result of the arson, it comes to the loss of a person's life, the Penal Code has determined that the perpetrators can be sentenced to life imprisonment”, it says in code.
Medina Kadriu, legal researcher at the Kosovo Institute for Justice (IKD), which monitors the work of courts in Kosovo, told Radio Free Europe that there are no penalties of this nature.
A conviction of this nature, according to the Criminal Code of the Republic of Kosovo, actually speaks of the danger this criminal act has. During monitoring the judicial system, we have seen that there are not many cases that have been prosecuted according to this criminal offence, much less in terms of forest arson”, Kadriu said.
Kosovo police in their daily report Wednesday have reported other incidents caused by the fires.
Berisha: Hamulous burning benefits no one
Bajram Berisha, professor at the Faculty of Agriculture and Veterinary, told Radio Free Europe that the state of Kosovo should let citizens know that burning their hammulers endangers the lives of citizens.
According to him, if the recent fires that have included different regions of Kosovo have resulted from the burning of stallors, the culprits must be punished.

Fires still active
Nehat Kocinaj, spokesman at the Emergency Management Agency, told Radio Free Europe that fire in some parts continues to be active and to threaten further extent.
He said that people are responsible for these fires.

Kocinaj said the worst situation is in Bjeshca and Nemuna and in the tourist villages in Rugova, Pec.

Lavartaria Professor Imer Rusinovac explains to Radio Free Europe why farmers burn their hammulor after wheat harvest.
According to him, farmers say they are easier to work on the ground if they initially burn the remains of the after-smelling straw.
“Based on the many field surveys we've made with people, with irresponsible farmers, their logic is that they burn them because when the land is plowed it's easier to plow because if it doesn't burn, it's hard for them to plow because there's a lot of straw left without harvesting”, Rusinovac said.
He showed what farmers should do instead of burning the hammulor.
It would be good to reverse or become a shallow washing machine, which would be subject to mineralisation processes, but not burn, absolutely”, Professor Rusanovci said.
Internal Affairs Minister Jhelal Svechla, through a Facebook post, has urged citizens to be careful, not to light fires because besides penalties under legislation in effect, they are also risking the lives and property of the inhabitants around them. / REL/
