Government creates confusion in citizens for new measures, does not clearly clarify whether they go into effect today or tomorrow

In the first decision, it approved general and special measures for control, prevention and fighting the COVIDD-19 pandemic.
The government has taken restrictive measures, with the aim of controlling and preventing the distribution of COVID-19, in activities and businesses which unite a large number of people in the same country, and in which preserving physical distance is difficult and thus pose an increasing risk of transmission of the virus.
The government has also approved the Health Ministry's request for the provisional engagement of 422 (four hundred twenty-two) health professionals and support staff (medical, nurses and labants) for managing the situation with COVID-19, for three months, with the possibility of continuing for another three months, in total of up to 1,33,000 (a million three hundred and two thousand euros).
But one thing is unclear. The Facebook Health Ministry's announcement says the measures will take effect from 30,08,2021, while at the end of the detailed description of the measures it reportedly takes effect on 29,08,2021 and is published in the Official Journal.
“Sic you have been informed, from 30.08.2021, new measures will take effect”, said the Health Ministry's post.
“The decision goes into effect with the date 29.08.2021 and is published in the Official Journal of the Republic of Kosovo.”, said to be about entering the power of the decision on new measures.
