According to Zaim, the initiative currently called “Open Balkans” is in Serbia's economic interest. Co-operation he said comes at a time when Belgrade has other geostrategic interests, as it co-operates closely with Russia and China and opposes NATO.

According to him, Albania loses 120m euros annually in trade exchanges, while earning 150m euros annually with Kosovo. “Rama does not have the luxury to ruin with Kosovo and regulate relations with Serbia”, he concluded.
