The Organisation for Quality Growth in Education (ORCA) through a press conference held today before the University of Pristina Rectorate has accused university professors Ardian Kastrati and Bujar Dugolli of doing plagiarism.
ORCA through a communiqué has said that after research it has been found that in the production “Diplomacy through the news of history: the fundamentalal analysis of the concept”, most of the text is similar to other sources and that both professors have used the same work for advancing them within the UP.
Moreover, they have said that Ardian Kastrati in 2020 and Bujar Dugolli in 2018, had advanced using the production “D IPLOMACY THROUGH THE AGES OF HISTORY: THEORETICAL ANALYSES OF THE COCEPT” And just because of this work, they have managed to complete the number of scientific works needed for advancement in their current positions, Assistant Professor Ardian Kastrati and Bujar Dugolli, in the position of a regular professor.
ORCA's complete communication:
Early this year, O RCA has accepted an anonymous denouncing showing that a paper called “D IPLOMACY THROUGH THE AGES OF HISTORY: THEORETICAL ANALYSES OF THE CONCEPT”, published in 2017 with authors Ardian Kastrati and Bujar Dugolli, both professors at Pristina University Faculty of Philosophy, had elements of plagiature.
Upon receiving this information, ORCA's staff, put the work into question on the international anti-Plagiarature Turnin platform, which is used globally to verify the authenticity of the works of this nature. After testing the work, the result turned out to be shocking: most work text is similar to other sources.
The authors of this firm, Ardian Kastrati and Bujar Dugolli, have taken part of the text from various sources using it in their work and not showing where they received it, therefore presenting these parts as part of their academic work. After the Tournit report, ORCA researchers have only filtered the copied pieces without the fumes, and yet it turns out that a considerable part of the paper is all plagiarization.
Moreover, Ardian Castrati in 2020 and Bujar Dugolli had advanced by using the work in question. And just because of this work, they have managed to complete the number of scientific works needed for advancement in their current positions, Assistant Professor Ardian Kastrati and Bujar Dugolli, in the position of a regular professor.
We in ORCA are extremely concerned with this fact. The phenomenon of plagiarism affects not only students but, as evidenced dozens of times, it is also widespread among professors who, among other things, are supposed to be guards of academic ethics.
Those who represent the highest public position such as that of the MP of the Republic of Kosovo in the case of Ardian Kastrat, or regular professor at the UP in Bujar Dugol's case, should by no means have such problems with academic integrity, nor should they go unpunished.
It is worth adding that Ardian Kastrati, already has a written note from the Ethics Council within the UP, because of the sexual insults and language he had made in the direction of the President of the Republic, which was also part of the UP's staff.
Therefore, we invite the leading bodies of the University of Pristina to initiate procedures for verifying these evidence and therefore to take action in line with the Ethics Code and the regulation for Disciplinary Procedure.
If that does not happen, it would be that the university has no will to deal with the cases of this nature, so making irreparable damage to the trust of Kosovo society, that this institution as all public institutions in Kosovo, does not want positive order and change.
ORCA is in direct contact with the Turnin platform, for buying the program with full access, so that it can submit a series of scientific works and doctors' work of key figures in public life and public universities in Kosovo.
