You therefore have the duty to build your work in the ministry in such a way that both these important sectors, both education and culture, are given due attention to the size and weight of each. When it comes to making arrangements for the time - making technical and related to further development of culture and arts, the Ministry of Education and Culture is hesitant - even you, the minister's companion, personally, are quite frightening - you do not have the courage to place these issues with the necessary strength in Government. I repeat, it's not enough just to say: These questions”, why, as we are aware, all of this that was pointed out here by friends of the League has been relaxed, so you helped and helped specifically; this is not just about creative issues or creative permits.
When it is concluded, suppose that to advance music, another school should be established, or other funds - seeking measures should be provided, several quarts, or cadre movements, local supplements, and so on, we do not see you taking steps. If the problems and demands that arise from the needs of growth are correctly judged and presented in Government, as they are setting up friends here, I am convinced that they will be considered. Now we can discuss the demands that were filed and see what we can do most in the future. I agree that creative permission will be given, and some writers will become free professions so that they can have more time for literary products. When we start writing about a problem, whether small or small, we want time, so we leave other jobs, close to the office, and write; however, it would be appropriate for the above orientation to apply to all the writers and artists. Our development every year and even every passing day is constantly getting bigger.

More and more simple people, inspired by our reality, will continue to write, who one or more poems, others in prose, even have a doctor or another expert who will decide to write a novel or a novel. However, we cannot say that all of these became writers. On our developmental path, people who will write will mass out, some of whom may in the future become writers or novelists. I've had books written by people who are not writers. I read, for example, a novel written by a doctor about Prustin. The author treats his work more than the angle of medicine, as Prustus is known to have been ill. Although not a confirmed writer, the doctor's novel, is still very good.
It's not necessarily that an agronomist would not become a writer either. Such a specialist, apart from his work as agronomim, can also be a writer, for being close to the mass, he is inspired and put to writing not only stories, poetry, and so on. It would be a big mistake on our part if we did not encourage this massive development of literature in all genders. The party, in the first place, is tasked with caring for the quality growth of all the organisms it has created, especially the League of Writers and Artists, that this will then provide its help to all those who write and write, who tomorrow will not be as many as 300 to 400 people, but thousands.
However, I think that in the League of Writers and Artists, it is not necessary to accept as members elements that are affirmed in the release of creativity; the help that the League should provide for all this mass of people is not necessary to condition that each of these should be a member of it. The one who writes and deals with literary-artistic activities, without being a member of the League, with a well-thought job on the part of this institution can get what help it needs. So I think that in the League of Writers and Artists, those elements that stand out in the lens of literary-artistic creativity and help better organize this vast activity throughout the country. As friends and artists said, in addition to what we have today, they could become members of the organization and performers, artists and movie directors and theater directors, and so on, who are closer to writers, composers and conductors of orchestras, given that the performance artist himself is a creator.
But I think, this can be discussed, not to connect all artists, including amateurs, why that's not how it's going to be achieved to help raise the artistic and idealistic level of all the mass of those dealing with literary-artistic creative activities, whose number will always come from year to year. How the League helps the creators doesn't know in detail, but it doesn't seem to be understood directly by everyone why the writers should go to the base. We all agree on the matter, but all the shortcomings that were noted must be carefully fought. Remember that there are and there will still be difficulties to get to the base, especially for writers and artists.
Just to overcome this challenge, to work ideologically and politically so as not to develop illusions that are disfigured to humans. There are people in the circle who criticize some of the writers and artists who have been loaded, easily displaying the thought of not giving enough, reasoning that anyone has refused to admit tou fix the scenes. Circle friends are not entitled to speed up and come up with unfair conclusions for art and literature workers who are not using them properly, at a time when they are able to discuss, to give mature thoughts about problems that are shown to be partisan people. I read a piece of the attitude of an engineer who was sent to work in Stalin City, and after he had completed the term, as promised, he departed to the ministry, where he would present a thousand and one excuses, for carrying out his assigned duty, so now to return to Tirana, where he was previously.
Several workers were on the bus, leaving their families and jobs and going to work far away. Listening carefully to their engineering conversations, he realized that with high, revolutionary awareness they thought and worked, reflected and felt ashamed of themselves seeking to return to Tirana, thus repented, returned to work, and wrote about what he had thought. The collective work, for some reason subjectives, is avoided because, on the one hand, adents fear that others will get their ideas and, in turn, young people feel that they will, as it were, become the servants of a talented one. You know well that all great artists, starting with Michelangelo and after him, were at first the seasick of great masters. I want to ask you, friends of the League, which of the most prominent painters in our country has ever brought with them 5-10 students to cooperate closely with them about any picture that you think might create? Not one.
As I've heard, the painter, for the pictures he's first thinking about, then takes paint tools, starts and ends the work himself, without thinking of how to concreteize it in his line of measures, co-operate with 5-6 students, whether they were young or young students with talent, but without school at all (and, from what we know, many of those who have become well-known artists and painters, originally didn't have to have any place 1111). Everybody's got their own work practice, but I think it would be bad if the painter first did the drawing, which is a separate art, a big school, why before you start composing, you have to have the idea clear. This study work would teach new coworkers with whom they think well of themselves, thus creating conviction about what help they give with their ideas.
In each picture, the painter tries to concreteize an idea, thus throwing the idea at new associates, encourages them to discuss it, and the shared beating of thoughts eventually fixes the background of the picture. The processing of fellow workers also gives them help as the master hangs on their heads, instructs, corrects, instructs, and opinions until the figure reaches the level where paint should be given. The master carefully follows the whole process, disputes which part is most beautiful and complete, then the job is finally given the last hand. The same path, I think, should be followed for work on sculpture, musical works, and so on. Even the writer before writing the novel, why not call a circle of colleagues and discuss the idea of the work he will weave in order to present it as fully as possible?
But in practice it does not do so, neither do writers agree before the work is started, but how difficult it is to carry out possible remarks. If any of the conversationators from such prosecution can absorb and exploit the author's thinking, let him use it, the one who tries to copy and live with the «and loan» cannot go long, the prokob. The work of the Headship of the League and its tributaries in circles, or other branches that may be created where we still do not have, is of great importance to these. It should be considered on how to organize these meetings, how to ensure the most productive cooperation, and how best to help our literature and art workers to develop these sectors.
As for some well-known writers and artists, I think it's not good to be held in offices, but to be placed in a free profession. I talked about it with Comrade Ramiz. Talent people don't have to take the lead in administrative sectors, so I think we should review the matter. Even in the music field, three to four best friends should be relieved of other jobs, because music is normal to stay in place or move forward slowly and difficultly. Who are friends to be released in a free profession, this is a problem that should be seriously and planned, not liberally, not even sectarian. Of course, by turning such quadroths away from such sectors, their absence will be felt for some time until other friends who will replace them to rise to their former level.
Walking this way, I think it will help to develop literary-artistic creativity in our country faster. As many as such dolls as can be released, this should be considered one for one, but none of them will remember that he is allowed to dream only by letting him go a free profession. With those who have dreams, in the worst sense of this word, let's be tighter. For the Vlora Independence Monument, for example, there is reason to procrastinate, those who will take up this work are under obligation to complete it by the appointed time. The remarks of friends who discussed it are right. The Ministry of Education and Culture will be more persistent in solving problems, but even fellow writers and artists should be more cautious in their demands and insist when they are convinced that they are right to their requests.
Work in the field of literature and art is doing well, and we are convinced that it will do better in the future. The 1st Congress to be made will yield results, its consequences will be great throughout the development of culture and arts in our country.
