Isa Mustafa: I have nothing to say to VVA that has brought Kosovo against Association

One of the topics expected to be discussed at the first meeting between Albin Kurti and Aleksandar Vucic is expected to be the Association of Serb-based municipalities and any version of it.

“The VV government that has driven the Assembly and Kosovo against Association, I have nothing to say to”, Isa Mustafa said in a written answer to the Albanian Post.

Mustafa, who was charged that in Brussels he is fragmenting Kosovo with signing Association, says he has never signed for establishing the municipality.

What I signed is the principle agreement, not the agreement for establishment of association, because I inherited the Law which was voted with over 2/3 of the deputies”, bohon Mustafa.

The former LDK leader is referring to the Law for the establishment of Association “that exists the special Law, adopted in the Assembly for ratification of the first Agreement in 2013”.

As for Kurt's government, there is no advice, Mustafa has an idea what should be done with Association.

“Now or should that Law be deemed invalid with 2/3 of MPs' votes or” should be implemented.

Much for Mustafa is about the political will of the position.

“If there is no will to be implemented, the Law” must be ignored, he claims.

Unlike Mustafa, the member of the Democratic Party of Kosovo headship, Betim Djoshi, has accused Kosovo Prime Minister Albin Kurtin of changing his stance on all issues.

“Even we cannot take it more seriously until we see something written by him, he has decided to go into talks with Serbia without prepared and without a clear platform and during the next week he will meet with Vucic without apologizing for the crimes, and without making the fate of the found”, has underlined Yoshi.

“Position The PDK is clear, is against an association that has executive competencies and is not even in line with the Kosovo Constitution”.

On the other hand, Alliance for the Future of Kosovo deputy leader Ahmet Isufi tells the Albanian Post that association should be functional, but by respecting the Constitution.

“Association should be created under the Constitution of Kosovo and as such can be applicable in Kosovo, so no other option could be implemented”, Isuffi stressed.

Meanwhile, this month, the first meeting between Kosovo Prime Minister Albin Kurti and Serbia's President Aleksandar Vucic is expected in Brussels.

But European Union media spokesman Peter Stano has not indicated whether the establishment of association will be discussed during this.

When it comes to the date and agenda of the future dialogue meeting, we will announce it when it is appropriate”, Stano said through a written answer to the Albanian Post.

Earlier this month, Kurti has stressed that meeting with Serbia's president, Aleksandar Vucic, within the dialogue for normalisation of relations, will be held in mid-June.

I have no pressure. There are constant discussions. Dialogue will be principled, will be fair, where Kosovo is not the object on the table, but the party in the talks. With our programme and our conscience and responsibility, we will represent Kosovo”, Kurti said.

Meanwhile, Serbia's President Aleksandar Vucic has countered Kurt, ordering that “if Kurt thinks he won't talk about association, then he doesn't have to come. And if they expect me to do that, then they don't even have to call me”, he says.

The establishment of association is envisioned with the 2013 Brussels Agreement reached between Kosovo and Serbia. Two years later both parties have also agreed on the principles of its establishment.

The association of Serb majority municipalities is designed to gather around itself ten municipalities in Kosovo, where the majority of the population are Serbs, who are North Mitrovica, Klokot, Partesh, Ranilug, Gracanica, Zvecan, Zubin Potok, Novoberda, Leposaviq and Shrpca.

The initial agreement for the 2013 Association stresses that the association will be established by its statute and structures, on the basis of the Kosovo municipalities' Association statute.
