Hoti doesn't get too tired of Kurt: Publishing documents showing that he handed over documents for dialogue

Former Kosovo Prime Minister Avdullah Hoti has reacted again after reporting that Kurti has told Josep Borrell that he has not received dialogue files from him. Kurt has shown that he is not ready for dialogue, and has also used the claim that he has not received all the files to postpone dialogue.

But dialogue is expected to resume June 22nd.

The preliminary government has been fully prepared for the dialogue process.

At the beginning of the mandate is the document “The position of the Republic of Kosovo for dialogue with Serbia”, where these arguments are elaborate in detail, among other things:

(1) The vitality of the Republic of Kosovo as an independent state: The International Court of Justice has sealed Kosovo's independence declared on February 17th 2008, meaning that Kosovo's independence is in accordance with international laws and is subsequently irreversible and permanent.

(2) Kosovo's territorial integrity is non-negotiable: This rules out any form of dialogue for territorial exchange.

(3) Kosovo's constitutional organisation cannot be affected: The unitary character of the state of Kosovo and other issues ensuring the functionality of the state of Kosovo as a whole cannot be part of the dialogue.

(4) The final agreement should include mutual recognition, recognition of Kosovo by the five EU nations that have not yet recognised Kosovo, UN membership and other international organisations, and opening the way for Kosovo's Euro-Atlantic integration process.

This document is agreed on in Government, has been presented in the Kosovo Assembly, discussed with civil society, and handed over to international partners.

The Paris Summit has been held with President Macron and Chancellor Merkel, visits to Brussels and the capitals of key EU countries have been held to ensure support for this position of Kosovo, as well as the necessary co-ordinations with the US.

The government has established “The Council of Experts for Dialogue with Serbia” and appointed the Coordinator for Dialog. A number of experienced experts have been engaged in dialogue, supported by the Norwegian Government and the United Kingdom Government. The Council of Experts has prepared the necessary analyses for each topic of dialogue.

On the basis of the document on the Kosovo position and analysis of the Council of Experts for Dialogue has begun the process of dialogue, a time-limited and time-oriented process towards the final result, which is mutual recognition. Several meetings have been held in Brussels at the high level and at the level of co-ordinators for dialogue.

The first topic of the dialogue process has been “not found”. Then other topics have been discussed, including financial obligations (entering war damages, pensions, bank savings, etc). For all these topics, the Council of Experts has prepared the necessary analyses, which are protected at meetings in Brussels.

Specific arrangements have been reached in dialogue. But the principle has been worth no final agreement without agreeing to all issues, prior to the “for mutual recognition” as the main issue of the final agreement.

The dialogue process has been fully transparent. Before and after each visit to Brussels, I have reported to the Kosovo Assembly. I had called for the establishment of a special parliamentary commission for monitoring dialogue, which the opposition would lead. But it has been the demand of the then opposition to be reported directly at the plenary session. I have held a series of tables with civil society, where I have introduced attitudes, progress and challenges in dialogue.

All dialogue documents in the preliminary government have been handed over to the current prime minister on the occasion of surrendering the task. A customized verb specifically contains these documents:

The detailed report (29 page) on the chronology of all developments related to dialogue (sams, meetings in Brussels, meetings of dialogue co-ordinators, visits to Pristina dialogue, communication with the opposition, co-ordination with Washington, visits to Quinti's countries for dialogue, meetings with the ambassadors of Quinti and EU countries in Pristina concerning dialogue, preparations made, etc. )

The current prime minister has accepted T ALL information about all developments in the dialogue process. I remain open and available for any information on this process during the time I have served as the country's prime minister.
