Democracy. com has secured the report compiled by the European Council after the Western Balkan leaders' dinner, which mentions the point.
According to the document, the EU cautions Kosovo Government against any <x0-provocational action”, as they name it, in northern municipalities.
The High Representative will appeal to the government in Pristina against any provocative action in northern municipalities. Concretically, Mr. Kurti will be advised not to undertake any police operation aimed at collecting electricity bills in northern municipalities, which could provoke further tensions with local population”, the EU report said.

It is noteworthy that Kosovo Prime Minister Albin Kurti sent the agreement of former President Hashim Thaci to the Prosecutor with NATO, which he had done during his time at the helm of the Government.
Under this agreement, the Kosovo Security Force is not allowed to go north without NATO and its KFOR mission's preliminary permission. And that, Kurt named it an act of “national treason”.
