What is envisioned in the government's 2021-2025 program?

The prime minister of the Republic of Kosovo, Albin Kurti, has unveiled yesterday the governing plan for 2021-2025. This programme has received the approval of most ministers, until the minister for Kthim, Goran Rakic, has abstained. But what is envisioned in Kurti Government Program?

According to the ZKMA communiqué, the Government will have priority over managing the pandemic caused by COVID-19 and facilitating the economic and social consequences caused by the pandemic.

One of the points of the Government programme has been to prepare the indictment for Serbia at the International Court of Justice, until several more points have been mentioned.

I'm presenting some of the following vows and the main contents of our programme, we're taking Vetting into justice and prosecutor and top positions in police and intelligence. There will be no citizens in extreme poverty, because it will reform social schemes and activate the workforce. We will review assistance schemes and reform the pension system. We'll provide additions for children, guaranteed seasonal employment for a family member, and reimbursement for poor families”, Kurti said.

The programme also cites the application for membership in the European Union, the prosecutor's veto in justice, the review of social schemes, the rise in minimum wage, reforms in public administration and education, and the establishment of the Development Bank and the Sovereign Fund.

The Government's programme reflects, general government orientation, as far as European integration agenda and foreign policy are concerned. We will apply with the application for membership in the European Union.

The government aims to focus on two more urgent priorities:

1. Management the pandemic caused by COVID-19, aiming to minimize the consequences on public health, and

2. The relief of the economic and social consequences caused by the pandemic, which requires the mobilization of state potential.

Indigestion management is being done on many fronts, yet prioritizing to our Government remains the fastest the insurance of vaccines. We're working and a solid number of them have already been confirmed. We will soon provide more doses of vaccines so that we can ensure the immunization of 60% of the population by the end of the year.

Returning the economy into normal condition is the other challenge we are facing. The measures we will take will support those who have lost jobs, employees for the first time and businesses.

We see the pandemic's access as an opportunity to reorient the economy towards export production, towards increased dignified employment for all, and toward sustainable growth that protects the environment and for future generations.

Our vows for the creation of the Development Bank and the Sovereign Fund will be made by the end of the mandate, and next year the Kosovo Privatisation Agency will be extinguished, which we know is the first year of our Government, with budgeting under our schedule.

The Government Programme also reflects, the government's general orientations, regarding the agenda of European integration and foreign policy. We will apply with the application for membership in the European Union.

As our top priority for rule of law and rule of law, it is fighting crime and corruption, economic and social transformation of the country through a government aimed at social inclusion and equal opportunities for all Kosovo citizens, who have given maximum support to our orientation that puts us at the helm of our governance: justice and employment.

I'm presenting some of our main promises and content:

We'll take vetoing in law and prosecutor and high positions in police and intelligence.

There will be no citizens in extreme poverty, because we will reform social schemes and activate the workforce.

We'll review the assistance schemes and reform the pension system.

We're going to provide additions for children, guaranteed seasonal employment for a family member and compensation for poor families.

We will build 160 new children's nests throughout Kosovo.

We're going to enable affordable social residence for 40,000 families with 120,500 and 15050.

Through a minimum wage increase of 250 euros per 40 hours a week and a raise in the salary threshold, which is not received at the minimum wage level, we will make sure that those with lower salaries have more money in their pockets at the end of the month.

We'll complete the development of the health information system and start increasing the health insurance fund.

By the end of the term, we will complete public administration reform.

We will apply the diversification of energy sources, strategic assets will support, while “Treps” we will make profitable companies.

-We're going to address the environmental and natural resource protection priority as well as energy efficiency.

By the end of our term, we'll engage in access to drinking water everywhere. Also solve the sewage problem in Kosovo.

In infrastructure we will enable the finalisation of key ties, and the construction of the Prizren-Tetovo axis.

We'll build the largest Tekno-Industrial Park in the region.

The education reform will be handled with priority, from pre-school education, aiming to begin implementing the dual education system by the end of the mandate;

Sustainable and inclusive agricultural development, supporting farmers, will be a priority for increased productivity and rural development. We will radically transform the sector by eliminating misuse and building stable economies and safety in food.

The integral part of our plan for sustainable economic development is ours. Through the creation of investment instruments, we will make sure that the capital of our migration is channeled into investments that create jobs. So starting this year, treasury bonds dedicated only to the dandy will be issued.

Security and health at work will be handled with priority by the end of the term, with five times the number of job inspectors.

We will allow autonomy for capital investments in municipalities through the Fourth Grant, where professional criteria will be established that enable municipalities to compete with their ideas and projects for comprehensive development.

We will apply and participate in the Adriatic Charter.

We will make principled dialogue prepared and equal to Serbia with bilateral recognition agreements.

We'll get close and cooperate closely with Albania.

We will prepare the genocide indictment against Serbia in the JND.

We will be able to defend sovereignty and territorial integrity, as well as make democratic and civilian oversight of the KSF.

We will work with institutional responsibilities, continued accountability, professional competence, civic integrity, radical transparency, organisational discipline, as some of the values of our government.

We will develop overall development priorities through the National Development Strategy, which is expected to be adopted by the end of the year and will include addressing challenges in all public policy sectors.
