The clashes among dogs organised by Kosovo citizens are the ongoing concern of Kosovo institutions.

Bekim Shehi from the village of Vranica of Suhareka is one of hundreds of abusers of animals who act freely abusing dogs in Kosovo.
In the video below, his aggressive dog is apparently directed to attack a wandering dog with anxiety, terror, and fatal injuries.
Unfortunately, Bekim Shehi is not the only one who committed criminal acts of mistreatment of animals according to Article 346 of the Penal Code of the Republic of Kosovo.
Numerous criminals in all regions of Kosovo are involved in illegal organisation of wars that test animal power, and on the other hand, even though for all these organisations, there are facts about criminal acts, the police and the Prosecutor's Office are not doing ASGHE.
Although our organization has so far made dozens of criminal claims to organize dog wars, so far our responsible bodies have not taken adequate measures to prevent this negative and abusive phenomenon.
On the other hand, the Kosovo Police are so unprepared to deal with these cases that whenever we report any cases they try to ignore us and prolong the process as long as possible. They don't care enough, that in phone calls with police officials, even official enamel reports of our needs communicate us incorrectly and with no sense of sensitivity to such cases. Bekim Shehi's victim dogs cannot wait until Kosovo police wake up from sleep. The cases reported at the Prosecutor's Office are lost and nothing can be communicated about them. How can dozens of stray dogs get rid of abusers and criminals like that in question? How can we convince the state that the crimes that are being committed to animals in Kosovo are equally important?
Dogs that grow up and train their whole lives to be aggressive, once they perform their “commission for abusive owners often end up on the streets, risking people as well as other animals, or ending up killed by their own abusers, whom Kosovo police and our prosecutors allow to behave freely without any problems.
It is time for law enforcement to be seriously committed to prevent this phenomenon and for criminals to be brought to justice.
How long should we expect the poor animals to be protected from this country? How many animals should be victims of abusers before the State does its work?
Our organisation will address the government's highest institutions, as well as the Prosecutorial Council and the Kosovo Judiciary Council, to raise our concerns over the failure of relevant institutions to commit animals.
