The LDKA branch in Pec has the largest number of delegates.
Otherwise, the Democratic League of Kosovo -- tomorrow from 10:00 tomorrow -- at one of Pristina's hotels -- will organise elections for the new chairman of this subject, which will succeed Isa Mustaf.
So far the candidacy for the first of the LDK has been declared by Anton Kuni, Lutfi Haziri, Lumir Abdixhiku and Besian Mustafa.
On this day 355 delegates are in total according to the statute, but with recent evacuations reporting that this number has dropped to 335, they will be gathered at 10:00 at one of Pristina's hotels to decide who will lead for the next two years.
This year, however, with COVID 19 pandemics and health institutions' decisions halting the gatherings of more than 80 people meeting all delegates and other members may be punishable by current law.
The Express and T7 have contacted Democratic League officials to ask how they have seen the voting process carried out, failing to break the measures.
Isa Mustafa, chairman of the Democratic League of Kosovo, has told Express that they are in communication with health authorities to discuss the permission and possibility of organisation.
He has suggested that Arba Abashi, secretary general of the Democratic League, is being taken into account.
Abrashi has told T7 that they have received permission from the health authorities to hold this meeting, adding that in the pre-gathering room, they will observe all provisions, including the distance.
In the LDK statute, the Electoral Assembly of the Democratic League of Kosovo is said to consist of 355 members, coming from 38 different branches across Kosovo.
However, with recent evacuations following Vjosa Osman's expulsion, several delegates have left, and party officials say 335 delegates remain to vote Sunday.
In 2019, The LDK had held its 9th election seat until Isa Mustafa was elected to the top of this subject for the third time, as delegates had not previously voted that Fatmir Sejdiu be his counter-Candidate.
At the 9th electoral assembly, he had received most of the votes from 354 delegates selected in branch assemblies. The Election Parliament process, meanwhile, was kept on closed doors to the public, until Mustafa was appointed chairman by being elected by adulation.
Even in the elections seat, the 10th consecutive, to be held Sunday, it has been constantly called for a secret vote. The request has been repeated by LDK chairman Lumir Abdixhiku.
Exactly a month after the first results of the February 14th elections that listed the Democratic League of Kosovo as the third party, with the worst result in the history of this political subject, Isa Mustafa will also officially release the chairman's chair, which he held for over a decade.
Already some contenders for the party's most important chair have only announced candidacy.
But to stand before LDK delegates in order to vote to become their leader is not that easy. Farther away than in the last seat, Fatmir Sejdiu had failed to get the votes of half the delegates so that candidacy for party chairman is approved. That was the same fate years ago as Vjosa Osmani.
Under the Democratic League of Kosovo statute, on the day it is decided that new structures of the subject will be appointed, party delegates gather in the election seat.
In the highest LDK body, which makes up delegates selected from branch assemblies, plus the chairman of the subject -- in this case Isa Mustafa -- can pass only those candidacys that initially receive delegates' approval.
So if 335 delegates are present in the hall, then a candidate should receive 50 percent plus 1 percent of the total delegates vote.
In this way, delegates' votes can eliminate one of them on March 14th, not granting him the right to enter the race to be cautious in the final round.
Sunday's LDK rally is taking place at the time when cases with COVIDD 19 have increased markedly in Kosovo.
