UNMIK's file for the former Democratic League of Kosovo's initials with S.R. (known name for editing) speaks of the murder of Xhemail Mustafa, former member of the Democratic League of Kosovo who was also the party spokesman and senior media adviser to then President Ibrahim Rugova, of Ekrem Raja, former member of the Kosovo Liberation Army, and the assassination of Fetah Rudi, former LDK CEO.

The file for the S.R., compiled under suspicion of “intimidation and suspicion based on the organisation of murders”.

In this file dated November 4, 2001, researcher Ingolf Niesler announces the head of the UNMIK Regimental Murder Unit, David Ridenour, that he has been informed of some people who constantly monitor Xhemail Mustaf and that one of them has regular contact with S.R.

Sir, yesterday Thomas Reuer, chief of the Regional Intelligence Unit in Pec, in collaboration with the Regional Intelligence Unit in Pristina, has informed me that Fadil Sulevqi, assisted by a still unidentified person, is suspected of monitoring the victim, Xhemail Mustafa”, says in the report by investigator Niesler for chief Ridenour.

Fadil Sulevic was a Kosovo policeman at the time. Sulevic was found dead on January 15th of this year near Badovci Lake, which is located in Pristina-based magistrate '% Gjilan.

The UNMIK file says that “Fadil Suleviqi and S.R., meet on regular grounds at a hotel facility on the outskirts of Pristina, the property of the M.F. (known editorial name) also known with a nickname "FF..." where according to intelligence Sulevic reports S. R”

The official report goes on to clarify that three consecutive days before Xhemail Mustafa was killed on November 23rd in 2010, Sulevic and another person had been monitoring before Mustafa's apartment.

“Fadil Suleviqi and the unidentified person with 20, 21 and 22 November have been observed monitoring the head hat of Xhemail Mustafa's apartment, where it was attacked to death”, the report shows.

confidential information in the file also tells of the suspects in Mustaf's execution.

Ingolf Niesler reports to David Ridenour that the suspects in Mustafa's murder are Avdush Ademiaj and Ali Kastrati.

Ademiaj and the world's Kastrati were members of the Kosovo Protection Corps, and in the files are named as “confirmed co-workers” of the S.R.

Ademij, nicknamed “Locka” was from Enhance Petrova, while Kastrati from Dusanova in Prizren.

Ademaj's account description in the file says that the weapons used by him were a 9m semi-automatic pistol with serial number 45155 and a semi-automatic Scorpion rifle 7.65 call. Number 43175. There's no gun record for Kastrati.

The report says that Ademiaj of Kastrati “after the assassination was executed (they) have left the site with the logistical help of the still unidentified person”.

So the person who for three days along with Sulevitch had been monitoring at the apartment of Xhemail Mustaf.

As these three had left, “Fadil Suleviqi had stayed at the two Roberts' eater's restaurant, where Xhemail Mustafa frequented it almost every day”, points out in the UNMIK file.

Sulevic was later interviewed by the Regional Investigation Unit in Pristina. He denied that there were work reports with S.R., but claims he has another obligation.

The “owes because during the 1998 war, with its influence I was released from custody in the KLA Operative Zone in Llap and then took my brother out of Serbian prison”, the file states.

The report shows that UNMIK had temporarily halted investigations into police officer Fadil Sulevic, as he was leading an investigation into another case.

The file also explains the fact that the weapons Mustafa was executed with were also used in another assassination of Ekrem Rega months ago exactly eight May the same year.

“The Regional Investigation Unit in Prizren in co-operation with Special Task Force, have also found that weapons used in the murder of Xhemail Mustaf are also used in the murder of Ekrem Regja, known by the nickname "Drini" in Prizren”, this UNMIK file revealed.

Rexha had been killed with automatic weapons near his home in the neighbourhood “Bashdhane” in the early hours of May eight when he left home to light the car.

Even for this murder “UNMIK suspects are Avdush Ademiaj and Ali Kastrati”.

In 2012 it was reported by some media that the Kosovo Special Prosecutor has been able to identify suspects in the murder of Xhemail Mustaf and that one of the suspects about the organisation of this murder was also an MP.

These reports said that soon they were expected to be arrested, but something like that never happened.
