Foreign citizen Scott Handley has asked this question in a group on the social facebook network.
Some of the commentators have responded ironically that the reason for setting red headscarves is the cause of Valentine's Day or International Love Day.

Others have responded that red headscarves are set to support political parties as the February 14th elections are near.

In the capital, several red strips have been tied on wood and pillars of public enlightenment.
For the establishment of these tapes, neither the Pristina municipality nor the Kosovo Police have been aware.
But, on social networks, a photo was posted by several activists of the Vetevendosje Movement who have shown that the tape has been set up by them.
“With Movement Centre volunteers in Pristina, decorating the city for the great festival”, it says in their post.
