Marine officials say crew members could prevent the crash.
Fifteen sailors suffered minor injuries.
The submarine is currently looking into the damage suffered in Guam before returning to Washington to repair.
The incident had occurred amid rising tensions in the region.
The clash had angered officials in Beijing, who immediately asked what it was doing in that region.
