Serbia's license license plates will be fined after 8 October

Life, cabinet chief and senior political adviser to Kosovo Minister of Internal Affairs Jalal Svecla, in a conversation with Radio Free Europe says that since October 8th, the vehicles that have Serbia's license plates and the symbols of which have not been placed the contagious letters will be sanctioned under the law.

In such cases, from Friday, from October 8th, anyone caught within Kosovo's territory without stickers (combined cards) will be fined under the Law on Traffic”, Tela points out.

However, officials from the Ministry of Internal Affairs and Kosovo Police have not made it known how much the monetary amount of fine will be to drivers that circulate with Serbia's license plates and without contagious letters.

On September 30th, representatives of Kosovo and Serbia in the dialogue in Brussels have agreed that the vehicles of the two countries -- during the circulation on each other's territory -- place sticky letters on the state symbols of the country's respective license plates.

The implementation of this agreement has started on 4 October, and at border crossings, both sides have begun to equip the vehicles of the respective countries with sticky paper for their license plates.

The citizens' loss for stick cards?

The start of implementing the license agreement between Kosovo and Serbia, which was reached on September 30th, for some Serbian citizens living in Kosovo and having Serbia's license plates, has caused confusion.

She adds that it remains unclear even if temporary plates for 60 days continue to apply, as was envisioned in the case of the device with those license plates or should be removed and on Serbian license plates placed.

Milos, a Serb citizen from Northern Mitrovica, says the vehicle is owned by Serbia's license plates, but has recently not passed through any border crossing in order to be equipped with stickers for license plates.

I can see that they're already putting up stick cards. I don't know where they're equipped, but I think that's at the auto-registering Center”, Milos says.

Kosovo Interior Minister Life Tella's adviser explains that Kosovo citizens who have Serbia's license plates can be equipped with contagious letters in two ways.

“Framing with stickers (trained cards) is done at all border points, at 13 border points. Meanwhile, vehicles within the country's territory with Serbia's license plates can be supplied with all vehicle registration centers”, Tela points out.

But, in the four northern municipalities of Kosovo, northern Mitrovica, Leposaviq, Zubin Potok and Zvecan, which are heavily Serb-run, continue to circulate vehicles which are registered in Serbia and have license plates with Kosovo cities acronyms, for example, such as acronym plates. Bojan, Serbian citizen from Northern Mitrovica, says he has no idea whether to place sticky letters on his vehicle license plates because he has registered in Serbia and with license plates KMH, which is an acronym of the city of Mitrovica.

“I don't know, and we're currently not informed about the sticky letters. I don't think I should be wearing stick cards, considering I have license plates. KM%”, he says.

Kosovo authorities have declared that plates with Kosovo city acronyms, which are issued by authorities in Serbia, are illegal and that their issue will be handled by the team consisting of European Union officials Pristina and Belgrade to find a permanent solution to the license plates.

However, as Kosovo Deputy Prime Minister Besnik Bislimi has declared at the Kosovo Assembly session on October 4th, even for these plates the order of sticky letters will be worth.

For the first time, this agreement (30 September) treats these plates as unlegal, as license plates of a state we do not know, and we cover them with stickers (infected cards). These plates are not covered with stickers in Serbia, but in Kosovo, and by agreement for six months”, Bislimi said.

The September 30th agreement in Brussels, between Kosovo and Serbia, has been reached after 11 days after the truck jam and heavy road vehicles leading to border crossings with Serbia, in Jarinje and Brnjak. The roadblock was made by local Serbs, disappointed with the Kosovo government's decision on the reciprocity move with Serbia for the plates, which began to be implemented on 20 September. To implement this move, Kosovo authorities sent special units of the Kosovo Police to Jarinje and Brnjak to ensure the implementation of this move by border police officials and customs authorities stationed at those border points.
