The Ministry of Culture, Youth and Sports through a circuit released on October 30th 2020 has initially instructed sports federations to hold the Electoral Framework for the 2021-2024 Olympic cycle.
Federations have until March 28th to hold the election assemblies, while the Electoral Assembly is expected to be held at the Kosovo Olympic Committee.
According to this circuit, which has provided the newspaper “Sheshi”, labour and electoral assemblies for 2019 have had to be held during January, February and March 2020.
Some federations have performed the assemblies (Confirmed also by KOK), but a third of the sports federations, along with the KOK, have not held the congregations because of the spread of the Coronavirus.
So this government dictatorship had asked for all the sports organizations that did not hold the labour festivals, to keep them, most recently until the end of 2020. The ministry through this circuit says holding the congregations is binding.
This circuit was originally a guide for respective federations, but failure to apply it can also bring punishment measures.
So has the secretary's MKRS task leader, Iber Alay, who, in a pronomation for Gazette “The Square” said the federations should adhere to this circuit and respect their statutes, which are regulated by the Olympic cycle.
Federations that do not do so will not be licensed, while the consequences will be great.

Anyone who does not comply with these instructions will not be licensed for the 2021-2024 Olympic cycle and will not share the tools. This has nothing against anyone, nor is it done for the interests of anyone. It's just that it's about respecting laws, acts of norms and putting order and order in sport”, has declared Iber Alay.
KOK: Federation respect Olympic cycles
Kosovo's Olympic Committee is also determined to respect the education of the Ministry of Culture, Youth and Sports, and has even encouraged all federations to do so as soon as possible.
The president of this institution, Besim Hasan, tells of Gazeta “The square” is of great interest to the federations to hold the election assemblies by the Olympic cycle, since the profits are great, otherwise they will be banned.
“KON has instructed us to find a deal and I want to believe that even federations that for whatever reason are not in line with the Olympic cycle will understand the importance and benefits of observing the Olympic cycle. The same expectations are made of” clubs, Hasani first declared.
He has also confirmed holding the Electoral Assembly at the end of March at the KOK.

Clubs Risked by Loss of Investment
Refusing federations would be a catastrophic loss for respective clubs. In addition to stopping money from federations, clubs risk losing subsidies from relevant municipalities, as in such a case they will be forced to stop funding for clubs belonging to non-licensed federations.
One concrete case is the Kosovo Football Federation, which has not held any jobs from it for 2018 and has not invited clubs for any Electoral Assembly, although its satu are regulated in the Olympic cycle. (Nie 4, dot 1).
The FFK for an Olympic cycle receives over 1m euros, and in case of possible penalisation, it may also lose the opportunity to be supported by capital projects, as nearly 70 per cent of the Ministry of Sports' capital investments are usually spent in football.
The Law of Sport of the Republic of Kosovo is quite clear. If the rulings of the sports federations are in direct conflict with their norms and with this Law, then representative bodies and responsible persons are brought before competent bodies of justice that can cancel the implementation of decisions and take appropriate measures against governing persons”, points out at Article 30 of the Sport Law.
FBK: We haven't felt the sense of averting responsibility
The Kosovo Basketball Federation is one of the first federations in the country to hold the electoral assembly under the 2021-2024 Olympic cycle. The FBK has held the Election Rule Framework on December 18th 2020, with the case of Arben Fetah without anyone against the candidate also confirmed for an upcoming mandate.
FBK Secretary Elvira Dushku has stressed for Gazeta “Sheshi” that FBK has implemented in due course all federal norms, which it has already reported to the MKRS and KOK.
“The FBK has its own statute, which it fully respects and on which every four years (the Olympic cycle) is organised. We've accepted a circuit from the MKRS and based on it we've requested from our clubs that by the end of November to organise their electoral assembly, so that we can then organize the Electoral Rule Convention. So it was, by which means we also sent invitations to MKRS and KOK officials, who have been monitoring the” assembly closely, Said Duke.
The FBK, which specifically respected the circuit issued by the MKRS, said they do not have the sense of fleeing responsibilities to avoid acts of federation norms.
