The gap caused by the COVID-19 virus is leaving effects on the global economy as well, but Kosovo's economy has been followed by consequences that will cost time to recover.
The two financial institutions out of which Kosovo accounts for most of its state revenues, Kosovo Customs and the Kosovo Tax Administration have suffered a decline in revenues this year.
On the other hand, Kosovo's Economic Odays have reported that during the pandemic period in Kosovo, there has been close to 1 billion euros of driving down Kosovo businesses.
From the Kosovo Tax Administration for News.net have said that 33 million less tax revenues have been implemented this year than in the same period last year, meaning there are about 14 million less revenues than planned.
According to ATK, this is due to the decline in business circulation, which for the same period has seen about 20 percent decline in circulation compared to last year.
“over the January-August 2020 period we have realised 302.3m euros tax revenues, which compared to last year results in 33m euros less in revenues than the same 2019 period. If we compare to the revised plan we have about 14m euros in revenues less than the revised plan. This is certainly the result of the pandemic that we can most specifically highlight because during the period of March 2020, we have a drop in the flow of businesses with a lot of about 900 million euros, or exactly 898m euros, this is what if we unscramble it by 20 %s is due to the same period last year.”, said by ATK for news.net.
The ATK has shown that prior to the pandemic there has been a period of success in which if comparisons are made to last year in the March 1st, March 18th, 11.2 percent exceeded the planned income plan.
“The ATK during this year has two periods of success that I can call from January 1st to March 18th - until the beginning of the pandemic, where during that period if we make comparisons with the same period last year we've had an overpass for 11.2 % more than the same period of last year than the 3.62 %.”, it says in their response.
Furthermore, from ATK say the revised revenue plan has remained at 491.8 million, but which is hard to reach based on the current trend.
The revised tax revenues <x0). ”, say by ATK.
The Kosovo Tax Administration says that even in this difficult period, the informal economy is being fought and that the situation is turning towards normality where the return of staff to work will increase the intensity of implementation of activities.
Of course, ATK always develops activities in combating and preventing the informal economy, for which there are specific mechanisms that their activities carry out in line with the National Non-form Economy Fighting Strategy. The pandemic situation, as in every sector has produced its own effect on this segment, but we are gradually returning to normality, including the return of staff to work where we expect full-time implementation of our activities.”, say the ATK.
And the even worse situation about revenues is in Kosovo Customs. According to customs spokesman Adriatic Stavileci, during this year in customs there are 107 million less inflows than last year, and this is due to pandemic.
“As a result of the pandemic and consumption decline we have seen that in January-August 2020 with the same 2019 gap is over 100m euros.”, Stavileci told news.net.
Furthermore, Stavileci claims last year that 760m euros have been collected in the January-August period, until this year is 653m or 107m less.
“over this period that we're talking we've had 760m euros collected, while in January-August 2020 we have 653 million, which means there are less 107m euros or the percentage is about 12 per cent less”, Stavileci claims.
On the other hand, Kosovo is expected to face an economic downturn of 6.4 per cent according to the current trend, and that is only true if the pandemic situation goes smoothly.
Experts estimate that the economic situation in Kosovo is urgent and needs state intervention. On the other hand, in the Kosovo Assembly it has failed to vote on the Law for Economic Regeneration.
