Hot without unity in dialogue, his government at minimum power

The two opposition parties -- the Vetevendosje Movement and the Democratic Party of Kosovo -- agree on a platform requirement for dialogue, which would have to be adopted in the assembly before continuing with any other meeting in Brussels.

But, the Vetevendosje Movement also has the additional condition for elections to be held and for the government to be led by the party that comes first in the elections.

LVV spokesman Progress Kryeziu told Radio Free Europe that the actual dialogue is unlegigration.

“S first must create a legitimate government which has the right to call in unity and second should be drafted and adopted a unifying platform for dialogue. These steps should be taken to make sure we have a successful negotiation process”, Kryeziu said.

Enver Hoxhaj, a member of the Democratic Party of Kosovo leadership, told Radio Free Europe that the current government has been engaged in technical dialogue, which, according to him, has been consumed in the last ten years.

The “in a process that is well prepared, where dialogue should no longer be the process, but there should be an event where it speaks of recognition and final Kosovo-Serbia agreement, of course any political subject would be serious to tackle its role in dialogue. But, in the current situation, it's not about the PDK's position, it's about the wrong parameters the Kosovo-Serbia” dialogue is currently developing, Hoxhaj stressed.

Last week, Kosovo Prime Minister Avdullah Hoti, reporting in the Kosovo Assembly, said that with Washington's September 4th agreement on economic normalisation and continuing Brussels dialogue, Kosovo has restored partnership with its strategic allies to track.

Kosovo President Hashim Thaciinsist that “dialog with Serbia should have support from a larger parliamentary majority”.

The need for a unity team is seen as vital for Kosovo by Edita Tahiri, which has led the dialogue to the technical level with Serbia for seven years.

We have a government that is ready to minimum power, in the sense of votes. Therefore, I have spoken that a delegation of unity is needed, with a broader political basis, including the opposition as far as possible, but also by gathering about itself the most popular experts from the negotiations process and relevant areas, in order to come out powerful in the negotiator processes”, Tahiri told Radio Free Europe.

It deemed the current Kosovo government's offer insufficient.

This approach is not enough to require only representatives in the government delegation. Reformation of government, with a government of unity, or a broader basis may also be required. On the other hand, opposition parties should also be more sincere, to show by what conditions they would become part of the delegation of unity”, Tahiri stressed.

Kosovo and Serbia have resumed dialogue two months ago, under the mediation of EU Special Representative for Dialogue Miroslav Lajcak.

Kosovo Prime Minister Avdullah Hoti, at a news conference on Thursday, September 24th, has said the agreement on the Association of Serb majority municipalities is closed and that it will no longer be discussed in the framework of the dialogue process.

Meanwhile, a new meeting between Kosovo and Serbia, at the expert level, scheduled to take place on Monday, September 28th in Brussels, has been postponed due to the situation created by Corleone.
