This organisation says Berisha has no qualifications and that he is not eligible for this position.
“REAGIM: Sense CRC is concerned about the announcement of Zafir Berisha's appointment to Deputy Prime Minister at the Ministry of Internal Affairs and Administration, as National Coordinator for Cyber Security and Emergency Management. ”, said in communiqué.
Under our analysis, we believe Berisha, who comes from the ranks of the Social Democrat Initiative, is not professionally prepared and does not have enough expertise to address relevant cyber security issues in the Republic of Kosovo as they are:
Identification and reduced threats;
Offering protection for citizens, services, critical infrastructure or vital sectors;
Fasting and strengthening cyber capacity;
Raise sustainability or resilience;
Security to crisis management effectively.
This area in the country still has fundamental shortcomings, and there is a long way of developing new procedures and strategies, so that cyber defence can be secured at the state level. As such, there is a need for competent persons, a practice which is currently not being applied to high-profile positions.
Kosovo has a lot of capacity for human resources in this currency; hence, as an organisation we will constantly seek accounts and changes so that these important positions can be entrusted to people with the potential to make the needed changes.”, it is said further.
Otherwise, Berisha has broken his Facebook account several hours after his appointment to the new position.
