I am using this case to address Kosovo citizens who have been troubled about the Decan Street issue Plav, which runs through the protection zone of the Decani Monastery.
First, I want to assure you that we as citizens fully support the economic development of our municipality and the construction of roads that connect people. However, the law on the Special Protection Areas, which has been adopted by the Kosovo Parliament, prohibits the construction of magical roads in such areas. In 2014 (two thousand fourteen), the Kosovo government decided to take a road from Decani to Montenegro, which passes around the Zone, in part following the Locan Valley, to connect with the road along the Lumbardd River of Decani at the end of the Protection Zone.
This project is the best solution, because it would be fully in accordance with Kosovo's law, and at the same time, its implementation, would shift heavy traffic, outside the area that is envisioned by law as an undisturbed nature zone.
The existing route that runs through the Zone may later be completed as a local road, with its character width and appropriate speed limit, as well as by predicting the ban on heavy traffic on it.
I hope the Kosovo government and the Decani municipality will support this solution, which was also suggested by international representatives. At the same time, this solution would be a good foundation for security construction and promotion of the Decani Monastery as a global cultural heritage of U NESTO, with its natural environment intact, without noise, no disturbance and no crowded roads. The local route through the Zone will remain ready for recreation and tourism, as the existing route leading to the Manhattan.
I'm sure it would be possible to finish this local road once the road around the Zone is built. On the way, greenery can be grown with a view to maintaining the character of this Zone, which is also the Nemuna Bibush National Park.
