He has reiterated that elements or chapters of this agreement have been addressed today, which according to him will be legally binding, adding that it is not about preferential solutions to any issue separately.
“We are negotiating elements of a general agreement which will ultimately be legally binding internationally and should certainly result in normalising mutual relations with Kosovo Serbia meaning inevitable mutual recognition”, he has said.
There will be reconciliation for elements of the agreement only when we have reached reconciliation for general agreement. I know the EU's position that there is no separate agreement on anything, unless there will be comprehensive agreements for normalisation of relations”, it has been expressed.
He has said he can have no theme closures, adding that there may be an approach to attitudes about specific elements that are part of the general agreement.
For nearly 7 hours without interruption, we have addressed elements of this agreement, negotiations are difficult, and I am not one of those who expect everything will be achieved easily, but I am optimistic because based on the tone of the talks we are walking in the right direction. It's early to show optimism, because they're difficult conversations, but with the persistent one we're going to achieve what we're starting to do, he said.

Hyseni has added that he is not planning to elaborate.

Hyseni has also been asked whether there has been a discussion at the meeting about implementing agreements so far.
I said a week ago that everything is subject to an umbrella under which they're all going to fit. Anything that helps reach a final agreement will be considered and will be fully considered”, he said.
Thursday's meeting between Hyseni and Djuric is the second such in a week, mediated by European Union envoy for dialogue Miroslav Lajcak.
The Kosovo delegation is headed by state co-ordinator for dialogue Skender Hyseni, while Serbia's director of the Office for Kosovo in Serbia, Marko Djuric.
Dialogue between Kosovo and Serbia, at the highest level, has resumed on 16 July, with a meeting between Kosovo Prime Minister Avdullah Hoti, and Serbia's president, Aleksandar Vuciq, mediated by senior EU officials.
Experts' meetings have not been welcomed in Pristina, where opposition parties, but also coalition partners and presidency have said they put off reaching the final agreement with Serbia.
Hoti, however, has insisted that with such meetings, the draft of the agreement for mutual recognition with Serbia has also started.
