Kosovo is experiencing a new political reality following the publication of the indictment against Kosovo President Hashim Thaci from the Specialised Prosecutor's Office.
With a government that has only 61 deputies, including Serbian List votes and saw the president as the key institution in foreign policy, Kosovo has entered a new phase of dialogue with Serbia.
But policy experts are seeing the government led by Avdullah Hoti as being unregistered.
According to political officials, there are two possibilities for the current government to regain its legitimacy following the situation created with the publication of the unconfirmed indictment against the president of Kosovo by the Prosecutor's Office Specialised in The Hague.
The elections or government reshaping?
Kosovo Prime Minister Avdullah Hoti held the first dialogue meeting with Serbia's President Aleksandar Vuciq in Brussels under European Union monitoring, but this meeting was deemed uneven.
Shkodran Ramadani, the connoisseur of political issues, says reshaping the government through the involvement of the Democratic Party of Kosovo in government or elections are the only ways for Kosovo to have a legitimate government.
According to Ramadani, it is possible for the PDK to be part of the government because of the eventual agreement between Kosovo and Serbia.
Because Kosovo is now in dialogue with Serbia with the indictment of President Thaci, who has been one of the key persons if not the most important dialogue, and the government Hoti with President Thaci had some kind of stability, but with the establishment of the indictment against Thaci and a half-government dependent on the Serbian List votes required a re-formation of the government, whether through elections or through government reformation through PDK as part of it, this is the only way to recover this institutional instability and no new and PDK elections in the government, so no dialogue can be continued because Hoti does not have the Albanian majority that is necessary because of an agreement that can be reached in Brussels”, Ramadani says of news.net.
Furthermore, Ramadani says Vetevendosje will not be part of the comprehensively talked government.
Ramadan further adds that Kosovo needs legitimate representation in dialogue with Serbia, and adds that the current government depends on Serbian List votes, and that strengthens Vucinqi even more.
The PDK's involvement in the government is one of two variants offering the solution to the stability required in this government. Vetevendosje is not in any option that the PDK can be included and the only party from the opposition that can be included in the government. This requires Kosovo to have legitimate representation in the dialogue because this government, which depends on Serbian List votes, means that Vuciqi will have a one-and-a-half government, one in Serbia and half in the government of Mr. Hoti in Kosovo”, Ramadani said.
Like Ramadani, policy expert Blerim Burjani agrees. He says an exit from the crisis could be the PDK's involvement in government.
Burjani says this could happen in the event of any international pressure or if the indictment against Kosovo President Hashim Thaci is rejected in the absence of evidence.

Burjani says that a government composed by independents would be much more loanable until stressing the need for government reshaping as soon as possible.
“This government is weak with a lot of professional defects that include people who have been appointed ministers and who are non-competent for resorts, starting with MPJs that Kosovo has no credit card, capable, good knowledge of regional and international circumstances, non-competive and enthusiastic deputy prime minister to deal with politics and some non-professsional ministers, for the worse. This government would be much more creditable and professional to have been composed by independents, so the Parliament should deal with this government as soon as possible.”, Burjani told news.
Much has been talked about in the media in recent days for a eventual involvement of the Democratic Party of Kosovo in the government led by Prime Minister Avdullah Hoti, but such a thing has been denied by the PDK.
Even today, The PDK through a media conference has sharply criticised Prime Minister Hoti and the Kosovo government in its approach to dialogue, economic recovery and management of the situation with the pandemic.
On the other hand, the government's controversial legitimacy of Hoti is giving signals that there may be even more dramatic political developments in Kosovo, but it remains to be seen continuing what will happen.
