Government doesn't draft documents related to Law for Pristina, Comuna says it needs its police

The Pristina municipality is earnestly seeking to have its own police. But that is not possible, since the Law for Pristina has yet to find application. In March 2018, with 66 votes for 1 abstention, Kosovo Assembly deputies had voted the draft law on Pristina.

The Pristina City Bill contains a total of 10 articles. The main points concern local self-government, such as municipal borders, government grants, management of objects and sports terrain, and Pristina metropolitan areas. But applying these articles has remained only on paper for two years now.

Pristina Deputy Chairman Muhedin Niushi tells the news.net that this bill, which is very important for the capital, is stuck in the Government of Kosovo.

“During the past rule of Mr Haradinaj we have received the promise that on March 20th administrative guidelines will come through which we would gain the right to compile here in the Pristina municipality our regulations regarding the city police. From the day the law was passed to Pristina, nothing has moved. We're waiting, we're putting pressure every time on all the ministries that don't send these administrative instructions, and in this respect we can't say we can handle this month or that month without getting that administrative instruction”, Nushi told news.net.

The major priority for Pristina will be after with this law it is envisioned for the capital to have its own police.

With the city police we can't start and we need the police very much. We need it because we have parking projects that we're going to hire city police and otherwise we're engaging in free or under contract on duty. We also have the city security negotiations over the location of the cameras, and we still need a lot of our police, the city police, because the city police will only be helping the MPB police. But unfortunately, we haven't received these administrative guidelines, and this is causing us major obstacles to some security importance projects in the city”, he added further.

News.net has also asked for an answer from the Government of Kosovo to learn how far the Administrative Guides' drafting procedure has gone, and what those instructions are, but the prime minister's office has not returned.

Meanwhile, in the Ministry of Local Powers, they have said they have no inflation until the procedure of drafting those guidelines has gone through, as several institutions are involved.

The “After adopting the Law for Pristina (Citizens) is also pre-represented by several sublawal acts/administrastrations that correspond to the competencies of the (other ministries) line, and so far we have no information that the other ministries of the line have begun drafting the sublegal acts that come out of the Law for Capital”, the MPL response to news.

This ministry says that in some points the Law has found implementation.

“Line No. 06/L-0112 for the capital of the Republic of Kosovo, Pristina, has entered into force in June 2018. The capital's organ selection, such as the capital's assembly and the capital's chairman, have been elected by the law for local elections, as head of the Pristina municipality and the Assembly of the Pristina municipality, while these organs have received the mandate of the capital's organs with the law's entry into force for capital of”, the MPL says.

According to this ministry, so far these actions have been taken by this law: The head of the capital's Parliament and the deputy head of the capital's Parliament é in accordance with the capital law, the assembly has approved, the chairman and deputy chairman of the assembly, as it is defined by the law for the capital. Likewise, the capital's deputy leaders and support staff ʹPristina's municipality have two vice-chairmen appointed by the Pristina chairman. According to MPL, public companies have so far established such a company: Public parking company.

Health Services (pointing 7. 1.2). So the capital establishes the capital's general hospital so far this prior obligation with the Capital Law has not been realised. However, the hospital project in the capital is currently budgeted under the Ministry of Internal Affairs (not at the Ministry of Health) as follows: a) 214391 IMF Department of Standards and Politics. b) The project and construction of the Pristina Hospital, the code of the 2020 15732 project, budgeted 11,000,000 euros per year 2021 budgeted 2,500,000 euros, 2023 budgeted 5,000.00 euros in total value of the 8,500,000-000-euro 8,500x0> project.

Public Security Police establish the Police Directorate for Capital, whose organisation and operation are regulated by the Police Law. The MPL says that the Directorate of Police for Capital has not been established so far, and to do so, change of law must be made for the police.

On Capital Financing Based on the 2020 annual budget law Pristina Community has a total budget of 91,579,504,00 euros. Based on the 2021-01 budgetary range for financing of the capital (from 6%) in 2020, it has additional financing of 11.78m euros. And in 2021, additional financing of 11.42m euros and 2022 additional financing of 12.13m euros and in 2023, additional financing of 12.89m euros.

Capital statue The capital of the Republic of Kosovo functions according to the mandate of the capital and the capital status law. But, the capital still functions with the Pristina municipality statute.

Capital property With the entry into force of this law, real estate owned by the capital is registered. MPL tells of news.net that until now only the Youth Palace has returned to management of the capital of Pristina.

The law for Pristina is often cited by former Prime Minister Haradinaj as one of the successes of his government.
