Unfortunately, the main problem in all of this numbers increase with COVID-19 is a systematic and structural rejection of wearing a mask on the face and physical distance, at all levels and from all.
There is no monitoring power that controls rejection as cultural phenomena. Not 200 additional professionals along with all the inspection troops, but no law enforcement mechanism can fight the social rejection of order, discipline and responsibility.
